Req ID: 27365 Vacancy Type: Permanent Number of Positions: 1 Closing Date: 08/23/2026 Job Summary Reporting to the Senior Manager, Enterprise Infrastructure Services, the Manager, Network Fibre & PSN Services provides leadership for the City’s mission critical fibre network portfolio and regional Public Sector Network partnerships. The position drives long term infrastructure strategy, network resiliency, capital program delivery, and stakeholder engagement to ensure the City maintains reliable, secure, and scalable communications Duties and Responsibilities Lead the planning, delivery, and lifecycle management of the City’s fibre optic network infrastructure, including City-owned assets and the Public Sector Network (PSN). Lead the end-to-end delivery of fibre infrastructure programs, ensuring alignment with organizational priorities and strategic objectives. Lead and mentor the team while providing functional leadership to consultants, vendors, and partner agencies. Oversee fibre design and provide end-to-end service delivery accountability for mission-critical fibre infrastructure supporting City facilities, emergency services, traffic systems, transit initiatives, and public sector partners and subscribers. Develop and manage the fibre program roadmaps, business cases, and capital plans to support long-term network growth. Act as the City’s fibre architecture authority, ensuring standards-based, secure, and resilient network designs. Participate in the Public Utility Coordinating Committee (PUCC) approval process. Identify and mitigate risks, resolve issues, and drive continuous improvement across programs and processes. Manage complex, multi-year infrastructure programs, including scope, schedules, risks, dependencies, and inter-agency coordination. Drive successful execution of initiatives by coordinating cross-functional teams, external partners, and vendors. Provide leadership escalation during planned maintenance and emergency fibre outages, including after-hours incident response and post-incident analysis. Lead capital and operating budget planning, financial forecasting, reconciliation, and cost recovery for internal and external projects. Manage procurement activities and vendor relationships, ensuring contracts, deliverables, and service levels are met. Ensure compliance with municipal by-laws, permitting frameworks, and external regulatory requirements. Lead resource planning and team coordination, supporting a high-performance, collaborative environment. Provide regular reporting, insights, and strategic recommendations to senior leadership and stakeholders. Represent the City in Public Sector Network (PSN) governance and inter-municipal coordination. Oversee program governance, including scope, schedule, budget, risk, and performance management. Establish and maintain strong stakeholder relationships, including senior leadership, municipalities, and external partners. Skills and Qualifications Post-secondary degree or diploma in Information Technology, Networking, Engineering, or a related discipline with 5+ years of experience managing complex programs or projects. Minimum five (5) years of experience supporting fibre optic or telecommunications infrastructure in a mission-critical environment. Commitment to continuous improvement, adaptability, and learning. Demonstrated experience leading large-scale infrastructure programs with multiple stakeholders. Proven ability to lead large, cross-functional initiatives from planning through execution and delivery. Demonstrated leadership and team coordination skills in multi-stakeholder environments. Strong knowledge of fibre optic networks, structured cabling and standards, utility coordination, locates and permitting processes. Strong program and project management expertise, including scope, schedule, budget, and risk management. Proven experience with capital budgeting, long-term financial forecasting, and cost recovery models. Experience in managing vendors, procurement processes, and contract performance. Excellent communication and presentation skills, with the ability to engage senior leadership and external partners. Strong analytical and problem-solving skills, with a focus on delivering measurable outcomes. Ability to work effectively in a hybrid office and field environment, including participation in after-hours support when required. Ability to navigate complex organizational and political environments with sound judgment and diplomacy. Highly organized with the ability to manage multiple priorities and deadlines effectively.
