MID-LEVEL CONTRACT SPECIALIST Work Location: Remote INCATech is seeking a Mid-Level Contract Specialist to provide acquisition and contract administration support to the Federal Aviation Administration (FAA). The successful candidate will work closely with a senior Contracting Officer supporting a portfolio of FAA requirements and will have a primary role in administering large Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with numerous active task orders. The position requires a strong working knowledge of federal acquisition processes and the ability to independently manage multiple concurrent contract actions in a high-volume environment. The ideal candidate will have direct experience administering IDIQ contracts and task orders, utilizing Government-Wide Acquisition Contracts (GWACs). The Mid-Level Contract Specialist will support the full acquisition lifecycle, with particular emphasis on IDIQ and task-order administration. RESPONSIBILITIES Administer large IDIQ contracts involving numerous concurrently active task orders. Maintain awareness of task-order status, periods of performance, funding, ceilings, options, deliverables, and other contractual requirements. Prepare and process task orders, modifications, funding actions, option exercises, and other contract actions. Review procurement request packages for completeness, accuracy, and compliance with applicable acquisition requirements. Support acquisition planning, market research, development of acquisition strategies, and preparation of solicitation documentation. Assist with the development and issuance of Requests for Quotes (RFQs), Requests for Proposals (RFPs), task-order solicitations, and related acquisition documentation. Support proposal evaluation, price and cost analysis, negotiation activities, and preparation of award documentation. Review contractor invoices, funding status, and contractual requirements to identify and resolve potential issues. Track contract and task-order milestones and proactively identify upcoming actions, including funding requirements, option exercises, modifications, and periods of performance. Maintain complete, accurate, and audit-ready contract files and supporting documentation. Coordinate with Contracting Officers, program offices, financial personnel, technical representatives, and other stakeholders to support timely execution of acquisition actions. Assist with task-order and contract closeout activities, including funding reconciliation and completion of required documentation. Manage multiple competing priorities and contract actions while maintaining accuracy, responsiveness, and adherence to acquisition timelines. REQUIREMENTS Related Qualifications Experience : Bachelor’s degree from an accredited college or university. Minimum of three (3) years of relevant federal acquisition or contracting experience. Demonstrated experience supporting the administration of IDIQ contracts and multiple concurrent task orders. Experience using or supporting acquisitions through GWACs or similar Government contract vehicles. Working knowledge and practical experience with FAR Parts 8, 12, 13, and 15. Experience preparing or reviewing federal acquisition and contract documentation. Experience with contract modifications, funding actions, task orders, options, and other post-award contract administration activities. Ability to independently organize and manage a high-volume portfolio of simultaneous acquisition actions. Strong written and verbal communication skills. Ability to effectively coordinate with Contracting Officers, program personnel, financial personnel, contractors, and other acquisition stakeholders. Preferred: FAC-C Professional, DAWIA Contracting certification, or comparable federal acquisition certification. Experience administering large, complex IDIQ contracts with dozens of active task orders. Significant experience using GWACs and other multiple-award contract vehicles. Experience with federal contract writing, procurement, financial, and reporting systems.
