JOB DESCRIPTION Role Overview: Tria Federal is seeking a Senior Consultant – Acquisitions SME to support the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). This role will provide senior-level federal acquisition and healthcare program expertise across the acquisition lifecycle, with particular emphasis on provider-network acquisitions, contract development, acquisition strategy, requirements development, solicitation support, source-selection activities, transition, and operationalization. The role will also support acquisition governance and contract-modification activities and will translate acquisition and contractual requirements into executable plans, decision-ready products, implementation approaches, and operational guidance. ESSENTIAL DUTIES & RESPONSIBILITIES Lead acquisition support from acquisition strategy and market research through requirements development, solicitation development/review, source-selection support, award, transition, and operationalization. Provide subject matter expertise on federal acquisition lifecycle practices, healthcare/health-plan operations, provider-network acquisitions, contract analysis, and contract implementation. Support development and refinement of requirements documents, including PWS, SOW, SOO, acquisition planning documents, evaluation materials, and other acquisition artifacts as directed by the client. Support market research, acquisition strategy documentation, industry analysis, and analysis of alternatives to inform acquisition decisions and provider-network strategies. Provide acquisition-related analytical support for IGCE development, cost estimates, acquisition risk assessments, and other financial or business analysis products. Support solicitation document development and review, including alignment of technical requirements, evaluation criteria, operational needs, performance measures, and transition considerations. Provide source-selection support consistent with Government direction, including evaluation planning, documentation, analysis, and coordination across acquisition stakeholders. Serve as a trusted advisor to IEN leadership, Contracting Officer Representatives (CORs), program leaders, and other stakeholders on acquisition strategy, requirements, contract risk, and operational implications. Support contract modification activities by documenting modification ideas, requirements, dependencies, risks, cost considerations, recommended language, and implementation impacts. Develop and maintain acquisition and modification project plans, schedules, decision logs, risk and issue trackers, action items, and governance materials. Support transition planning following award, including operational readiness, staff training, contract-administration guidance, implementation milestones, and preparation for potential contract modifications. Coordinate across stakeholders to align acquisition timelines and resolve cross-functional issues. Assess acquisition and contract impacts on network design, provider capacity, reimbursement, Veteran care delivery, operational processes, and organizational readiness. Develop executive briefings, decision papers, correspondence, white papers, acquisition deliverables, implementation roadmaps, and other decision-ready products. Mentor junior consultants and contribute to consistent acquisition, governance, and delivery practices across the acquisitions support team. REQUIRED SKILLS & EXPERIENCE 5+ years of progressively responsible professional experience in federal acquisition, government contracting, healthcare program support, or a closely related field; significant federal acquisition experience required. Bachelor's degree in Business Administration, Public Administration, Healthcare Administration, Acquisition/Contracting, Finance, or a related field. Demonstrated experience supporting the federal acquisition lifecycle from requirements development and acquisition planning through solicitation, evaluation/source selection, award, and post-award transition. Demonstrated experience developing, reviewing, or analyzing acquisition and contracting documents, requirements, performance measures, and supporting business/technical documentation. Working knowledge of FAR and federal acquisition processes, with the ability to interpret contract requirements and translate them into operational implications and executable actions. Experience supporting contract modifications, contract risk, requirements changes, governance, or related contract-administration activities. Experience working directly with federal clients, acquisition professionals, contracting officers, CORs, program leadership, or equivalent stakeholders. Excellent oral, written, analytical, and interpersonal skills, including the ability to produce concise executive-level products under tight deadlines. Advanced proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint. DESIRED SKILLS & EXPERIENCE Direct VA or VHA acquisitions experience. Experience with provider-network acquisitions, health-plan operations, provider contracting, network development, network adequacy, or healthcare reimbursement. Experience supporting contract implementation/operationalization and associated transition planning, compliance tracking, and stakeholder coordination. Direct experience supporting contract modifications. Experience with healthcare acquisition strategy, market research, IGCE development, solicitation development/review, evaluation criteria, source-selection support, and post-award transition. Experience translating complex requirements into PWS/SOW/SOO language and operational implementation plans. PMP, FAC-C, FAC-COR, DAWIA, CPCM, or comparable federal acquisition/project-management certification. Lean Six Sigma, Prosci, CSM, or other process-improvement/change-management credential or experience. REQUIRED TECHNICAL / BUSINESS TOOLS EXPERIENCE Microsoft Office / Microsoft 365: Word, Excel, PowerPoint, Teams, and SharePoint at an advanced working level. Ability to rapidly learn and work within client-provided acquisition, contract-management, collaboration, and project-tracking tools. Preferred: Microsoft Project, Smartsheet, Jira/Confluence, Power BI, or similar project, reporting, and governance tools. WORK LOCATION, TRAVEL & EMPLOYMENT This is proposed as a full-time, exempt, primarily remote position supporting the Department of Veterans Affairs. Occasional travel may be required based on program needs, including meetings in the National Capital Region, Denver, Community Care provider locations, or Third-Party Administrator locations. The PWS anticipates program travel during performance, subject to COR approval and applicable travel requirements.
