Overview DecisionPoint Corporation is seeking an experienced Mobile Apps Software Product Management Lead to drive the vision, strategy, modernization, sustainment, and delivery of mobile applications supporting Military OneSource and the MODES III mission. The lead will oversee the My Military OneSource, Chill Drills, Mil Provider, and future mobile products and guide secure, accessible, reliable delivery across Apple iOS and Google Android ecosystems. This leader will translate the needs of Service Members, military families, providers, government stakeholders, and program partners into measurable product outcomes while directing cross-functional mobile engineering, UX, testing, cybersecurity, DevSecOps, analytics, and operations activities. This position is fully remote. Duties & Responsibilities Product Vision, Portfolio Strategy, and Roadmap Define and execute product vision, goals, outcome-based roadmaps, and lifecycle strategies for the My Military OneSource, Chill Drills, and Mil Provider applications. Align mobile product priorities with mission objectives, user needs, contract requirements, platform policies, technical feasibility, accessibility, privacy, cybersecurity, and available resources. Use adoption, engagement, task completion, reliability, crash, performance, accessibility, app-store, and user-feedback data to prioritize investments and continuous improvement. Manage product maturity across new features, modernization, sustainment, technical debt, platform upgrades, defect remediation, and retirement decisions. Stakeholder and User Leadership Collaborate with government product owners, mission leaders, communications teams, Service Members, military families, providers, business analysts, UX researchers, designers, architects, engineers, testers, cybersecurity personnel, and operations teams. Translate mission and policy needs into product requirements, epics, features, user stories, acceptance criteria, release objectives, and measurable success indicators. Facilitate discovery, user research, prototype reviews, roadmap reviews, demonstrations, governance discussions, and executive decision briefings. Champion human-centered and inclusive design for users operating across varied devices, connectivity conditions, abilities, and levels of technical proficiency. Mobile Product and Platform Leadership Lead cross-platform and native mobile delivery for iOS and Android, including application architecture, device capabilities, responsive/adaptive interfaces, offline behavior, notifications, deep linking, authentication, analytics, and backend integrations. Guide technology decisions involving native iOS development with Swift and SwiftUI; native Android development with Kotlin and Jetpack Compose; and cross-platform development with React Native, Flutter/Dart, Kotlin Multiplatform, Ionic, or Capacitor when appropriate. Ensure product decisions account for Apple App Store and Google Play submission, signing, provisioning, review, release-track, privacy-disclosure, compatibility, and update requirements. Coordinate mobile API, identity, content, data, search, messaging, and cloud-service integrations while promoting modular, maintainable, testable, and API-enabled designs. Agile Product Delivery and Release Management Own and prioritize product backlogs and ensure work is ready for discovery, design, refinement, development, testing, security review, release, acceptance, and operations. Lead release planning, sprint and increment objectives, dependency management, risk resolution, beta and pilot activities, phased rollout, rollback planning, and stakeholder communications. Coordinate mobile CI/CD pipelines, automated builds, code signing, testing, security scanning, artifact management, environment promotion, and app-store deployment. Validate delivered capabilities against acceptance criteria and mission outcomes and coordinate user acceptance with government stakeholders. Mobile Engineering, Quality, and Innovation Guide teams working with Swift, Objective-C, Kotlin, Java, Dart, JavaScript/TypeScript, React Native, Flutter, REST/JSON APIs, GraphQL, SQL, and cloud-native backend services. Promote mobile architecture and design patterns such as MVVM, unidirectional data flow, modularization, dependency injection, state management, secure local storage, caching, and resilient networking. Ensure comprehensive unit, integration, UI, contract, accessibility, security, compatibility, and performance testing using emulators, simulators, physical devices, and automated test tooling. Evaluate responsible uses of on-device AI/ML, generative AI, personalization, natural-language interfaces, automation, and analytics while maintaining human oversight, privacy, security, transparency, and mission value. Evaluate low-code/no-code mobile options when appropriate without compromising platform capability, maintainability, cybersecurity, accessibility, or long-term ownership. Cybersecurity, Privacy, Accessibility, Quality, and Operations Integrate secure mobile development, privacy, records management, Section 508 accessibility, reliability, performance, observability, and operational readiness into product decisions and acceptance criteria. Coordinate product priorities supporting RMF, NIST SP 800-53 controls, Zero Trust principles, Authority to Operate activities, vulnerability remediation, software supply-chain risk, and secure API and identity practices. Use OWASP Mobile Application Security Verification Standard and Mobile Application Security Testing Guide concepts to establish mobile security and privacy expectations and verification activities. Apply ITIL practices to incident, problem, change, release, service request, knowledge, and continual improvement activities affecting mobile products. Ensure release notes, support documentation, training, knowledge transfer, analytics, monitoring, crash reporting, and operational playbooks are complete for product changes. Qualifications Clearance Requirement Must hold an active Secret clearance supported by a Tier 3 background investigation. Education (Required) Bachelor's degree in Information Technology, Computer Science, Software Engineering, Information Systems, Business, Product Management, Human-Computer Interaction, or a related discipline. Equivalent relevant experience may be considered when permitted by contract requirements. Experience (Required) Minimum 8 years of experience in software product management, product ownership, digital product delivery, or technology leadership. Experience leading product vision, roadmaps, feature strategies, backlogs, releases, and user-focused requirements for native or cross-platform mobile applications. Demonstrated experience managing mobile products across discovery, design, development, testing, app-store release, analytics, sustainment, and modernization. Experience leading Agile cross-functional teams in complex federal, DoD, public-sector, healthcare, human services, or similarly regulated environments. Experience collaborating with government stakeholders and translating mission and policy needs into actionable mobile software outcomes. Technical Knowledge (Required) Strong understanding of iOS and Android product ecosystems, mobile application lifecycles, device constraints, platform design conventions, app-store delivery, and mobile release management. Working knowledge of native mobile technologies including Swift, SwiftUI, Xcode, Objective-C, Kotlin, Jetpack Compose, Android Studio, Java, Gradle, and platform SDKs. Working knowledge of cross-platform technologies such as React Native with JavaScript/TypeScript, Flutter with Dart, Kotlin Multiplatform, Ionic, or Capacitor. Understanding of mobile architecture, API integration, OAuth 2.0/OpenID Connect, secure local storage, offline synchronization, push notifications, deep links, analytics, crash reporting, and performance optimization. Experience overseeing Git-based source control, pull requests, automated testing, mobile CI/CD, code signing, dependency management, software composition analysis, and staged releases. Understanding of mobile usability and accessibility, including platform accessibility APIs, assistive technology testing, responsive/adaptive layouts, and Section 508 considerations. Understanding of secure mobile design and testing, including data protection, cryptography and key management, authentication, network security, platform interaction, privacy, code quality, resilience, and software supply-chain risks. Strong understanding of Agile delivery, backlog management, sprint planning, release management, and end-to-end software development lifecycles. Working knowledge of ITIL practices supporting digital product operations. Technical Knowledge (Preferred) Experience with open-source mobile frameworks and tooling such as React Native, Flutter, Kotlin Multiplatform, Ionic, Capacitor, Fastlane, Appium, Detox, Maestro, or similar solutions. Familiarity with cloud-native mobile backends in AWS GovCloud or Microsoft Azure Government, including APIs, serverless functions, containers, managed databases, identity, messaging, content delivery, observability, and infrastructure as code. Experience supporting regulated IL4/IL5 environments and integrating mobile products with federal identity, security, monitoring, and enterprise services. Experience using Jira, Confluence, Azure DevOps, GitHub, GitLab, or similar product and engineering collaboration tools. Experience with human-centered design, mobile usability research, prototypes, design systems, accessibility testing, product analytics, feature flags, experimentation, and phased rollout. Experience with on-device ML, privacy-preserving analytics, generative AI integrations, mobile threat modeling, penetration testing, and secure coding reviews. Experience supporting high-availability, public-sector, multilingual, offline-capable, or high-traffic consumer mobile products. Certifications Required: ITIL 4 Foundation. Required: Certified Scrum Product Owner (CSPO) or comparable product owner certification. Required: CompTIA Security+ or approved equivalent. Preferred: PMI Agile Certified Practitioner (PMI-ACP), Project Management Professional (PMP), SAFe Product Owner/Product Manager, or additional product management certifications. Preferred: AWS, Azure, mobile development, accessibility, cybersecurity, secure software, Agile, or DevSecOps certifications.
