The Medical Council is seeking to recruit a Multi-Disciplinary Team Authorised Officer (Administrative Officer Grade) on a 12 mothns fixed term contract to join our Complaints and Investigations Directorate.

The Complaints and Investigations team employs several Authorized officers who assist the Preliminary Proceedings Committee ("PPC") of the Medical Council. The PPC is the screening committee responsible for considering complaints received by the Medical Council and deciding whether there is a case for the holding of an inquiry before the Fitness to Practise Committee.

Authorised Officers will work as part of a multidisciplinary team ("MDT") with Complaints and Investigations managers, as well as solicitors and support executives. The work of an Authorised Officer is both challenging and rewarding, they work on the frontline of issues arising in the health system and operate to protect the public on a daily basis. The MDT Authorised Officer will report to the manager and solicitor on the MDT.

Key responsibilities will include:

Assisting and supporting the PPC, and the CEO in triaging and investigating complaints, conducting interviews, taking statements from relevant persons, and procuring relevant documentation and reports.

Communicating with key stakeholders including parties to the complaint, legal advisors and committee members.

Interviewing witnesses for the purpose of a written statement (this may include travel within Ireland however most interviews take place at our offices/remotely).

Working on own initiative in managing a challenging workload, and preparing documentation for PPC meetings, drafting case reports, case plans, directions and taking minutes of meetings where required.

This role requires presenting cases at committee meetings, minute writing and drafting of legal letters some of which are complex in nature.

Supervision and management of the work of Multi-Disciplinary Team Support Executives where appropriate.

Providing statistics and maintaining data storage for reporting purposes.

Maintaining relevant database and ICT systems.

Essential Criteria:

At least 1 years' experience with investigation/case management experience in a similar role, ideally in a professional body, regulatory environment, or legal firm.

A third level qualification.

Desirable Criteria:

A legal qualification would be a distinct advantage.

A good knowledge of the Medical Practitioners Act 2007, as amended, in addition to the Medical Council's remit and functions and the Regulated Professions (Health and Social Care) (Amendment) Act 2020.

Essential Characteristics:

Ability to manage a busy workload and analyse issues critically in order to operate efficiently.

Excellent communication skills, oral and written in particular strong presentation skills are required for the role.

Ability to organise his/her own time effectively, prioritise workload and set realistic timelines for delivery.

Confidence to communicate and manage a wide variety of stakeholders both internally and externally.

Ability to adopt an empathetic approach in dealings with stakeholders

Excellent attention to detail and ability to perform well working under pressure.

Ability to work effectively as part of a team.

Details of this Appointment:

Position Type: This appointment will be offered on a 12 months fixed term full-time basis. A 6-Month probationary period applies to this appointment.

Salary: Starting salary will be at €41,176 which is the first point of the Administrative Officer PayScale.

If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary. There will be salary increment each year in line with the Senior Executive Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

Annual Leave: 29 working days plus public holidays

Hours: 35 hours per week, Mon-Fri.

Location: Kingram House, Kingram Place, Dublin 2. We operate a hybrid working model with both remote working and requirement for on-site attendance two days per week.

Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation. Candidates currently working in the Public or Civil Service may transfer their pension.
