UNICEF Nigeria seeks a consultant to develop the 2028 – 2032 Strategic Partnerships for Impact (Resource Mobilization) Strategy. Building on the progress made, lessons from the current Country Programme, and emerging opportunities amid shifting ODA priorities, the Strategy will examine UNICEF Nigeria’s ability to both raise income and influence the leveraging of resources for children from the public and private sectors. More specifically, this strategy will examine untapped funding and opportunities that could be strengthened for the next CP cycle. Driving resources to UNICEF to deliver on its priorities agreed with the government and opportunities to leverage increased resources for children, through partnership and advocacy. This will include strengthening and influencing ODA programmes; public private partnerships; private sector engagement; advocating and fundraising with IFIs and development banks for child-friendly investments; and increasing South-South and Horizontal Cooperation within and beyond the region.

QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT

Education

  • MA - Advanced university degree in finance, development economics, public policy, business administration, international relations, international development or a related field.

Work Experience

  • At least seven years of progressively responsible experience in resource mobilization, strategic partnerships, fundraising, business development or development finance, including demonstrated experience leading at least two comparable strategies or assignments for international development organizations.
  • Applicants must show direct experience in partner and funding landscape analysis, development of value propositions, establishment of multi-year targets and key performance indicators, and preparation of implementable resource mobilization roadmaps.

  • English proficiency

Knowledge/Expertise/Skills

  • Demonstrated expertise in:
  • public- and private-sector resource mobilization;
  • engagement with bilateral and multilateral donors, international financial institutions and development finance institutions;
  • innovative financing instruments, such as blended, climate or Islamic finance;
  • corporate, philanthropic and high-net-worth individual partnerships;
  • market and partner mapping, pipeline development and opportunity prioritization; and
  • translating analysis into measurable targets, governance arrangements, risk safeguards and sequenced action plans. Strong analytical, facilitation, stakeholder-engagement and concise strategy-writing skills are required.

Desirables

  • Previous experience with UNICEF or another United Nations entity;
  • Knowledge of Nigeria’s and or West Africa Region financing, corporate, philanthropic and development cooperation landscape;
  • Established experience engaging public- and private-sector decision-makers in Nigeria or comparable lower-middle-income contexts;
  • Familiarity with child-focused or social-sector financing.

  • A detailed technical proposal of no more than five pages outlining understanding of the assignment, proposed methodology, stakeholder consultation approach, workplan and quality-assurance measures.

Remarks:
