TERMS OF REFERENCE The purpose of the national consultancy is to support Ministry of Primary and Secondary Education (MoPSE) in strengthening governance, financing, planning, data systems, and quality standards of the school revitalization programme, to ensure equitable, efficient, and impactful implementation. Work Experience : Minimum of 8 years of professional experience on education policy and planning related areas is required Skills : Practical expertise and ability to evaluate existing educational policies, identify systemic gaps, and give actionable recommendations. Deep understanding of national education goals, public sector budgeting, and institutional funding mechanisms. Competence in gathering, analysing, and presenting educational and demographic data. Experience drafting technical manuals, step-by-step frameworks, quality assurance criteria, and compliance checklists. Language Requirements : Proven experience of high-quality report writing and documentation supported by fluency in Indonesia and English (verbal and written).
