TERMS OF REFERENCE The purpose of the consultancy is to provide technical and coordination support to the Provincial Health Office (PHO) in Bolikhamxay Province for the effective planning, implementation, monitoring, and reporting of the UN Joint Programme (UNJP) on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) in Lao PDR. The consultant will serve as the focal point at provincial level, facilitating coordination among government counterparts, UN agencies (WHO, UNICEF and UNFPA), and development partners, supporting capacity-building activities, and conducting regular field monitoring to strengthen RMNCAH service delivery and implementation of the provincial RMNCAH plan. Work Experience: At least three years of relevant experience in planning and coordinating health programs at provincial and/or district level, with a specific focus on reproductive, maternal and child health Language Requirements: Native or fluent Lao language proficiency required; English an asset Knowledge /Expertise/Skills: Familiarity with the Lao PDR health system context and RMNCAH programme implementation. Strong coordination, communication and report-writing skills. Ability to work effectively with government counterparts, development partners and multidisciplinary teams. Ability to work independently, demonstrating initiative and the ability to meet deadlines. Desirables: Experience working in community health.
