Job Description - Neighbourhood Services Strategic Planner (55778) Job Description Neighbourhood Services Strategic Planner Job Number : 55778 The City of Edmonton’s Social Development Branch is looking for a collaborative, forward-thinking Neighbourhood Services Strategic Planner to join our dedicated team! As a Strategic Planner within Neighbourhood Services, you will act as a critical connector between high-level City strategies and on-the-ground community impact. In this dynamic role, you will champion integrated strategic planning, lead complex project teams, coordinate issues management, and provide actionable intelligence to leadership. You will bridge the gap between planning and execution to help build connected, safe, and resilient communities. Whether you are facilitating cross-functional initiatives, translating complex findings into actionable policy, or stewarding key relationships with community partners and collaborators, your work will directly influence how our city thrives. This position reports directly to the Director of the Neighbourhood Services Section, and is a part of the Social Development Integration Coordination team. What will you do? Support the development and implementation of strategic frameworks, business cases, and operational plans that align Neighbourhood Services priorities, such as keep Neighbouring and Social Infrastructure with broader City strategies Lead cross-functional project teams through the full lifecycle of community initiatives using established corporate project management protocols, tracking progress, managing risk, and maintaining clear communication Act as a neutral broker to cultivate, steward, and facilitate meaningful relationships with community partners, non-profit organizations, internal teams, and other orders of government to align services and shared goals Conduct primary and secondary research, environmental scans, and gap analyses to identify best practices in community development, grant funding, and public engagement Providing strategic advice to the Neighbourhood Services leadership team including monitoring trends and issues that could impact the Section and Branch Proactively monitor, research, and synthesize complex issues regarding community needs and interdepartmental relationships providing strategic foresight to senior management to guide immediate and long-term planning Develop and implement performance measurement tools and metrics to monitor program effectiveness, track outcomes, and deliver data-informed recommendations for continuous service improvement Develop business cases and operational plans to support Council requests and departmental goals related to neighbourhood programs. Synthesize complex findings to draft comprehensive Council reports, policy documents, memorandums, and strategic presentations for senior leadership and decision-makers Design and facilitate engaging workshops, training, and information sessions for diverse audiences, while actively identifying opportunities to redesign processes to promote equity and inclusion Provide direct supervision, coaching, performance evaluations, and day-to-day oversight to team support roles, ensuring team operational alignment Qualifications : A University Degree in Business Administration, Public Administration, Political Science, Social Sciences, Urban Planning, or a related discipline A minimum of five (5) years of progressively responsible experience combining strategic and operational business planning, complex project management, policy development, and research Assets: Experience working within a municipal government or public sector environment Professional certifications such as Project Management Professional (PMP) Specialized training or certifications in change management, public engagement, facilitation, and data analytics Skills required for success: Demonstrate ability to translate high-level strategies into actionable plans, manage competing priorities, and apply systems thinking to complex challenges Exceptional ability to foster trust, resolve multi-party conflicts, and engage respectfully with community partners, internal collaborators, and engagement participants Outstanding written and verbal communication skills, including the ability to simplify complex data for non-technical audiences, draft Council reports, and lead dynamic group discussions Issues management and problem solving skills in order to respond to shifting environments Skilled in primary/secondary research methods, data collection, and software tools including Google Workspace and Microsoft Office Alignment to our Cultural Commitments and Leadership Competencies ( https://bit.ly/4brRrXm ) Embracing a culture of equity, diversity, reconciliation and inclusion Work Environment: Primarily standard office environment with options for hybrid work according to City policy Minimal physical effort required; involves sensory focus during active listening, public interactions, and facilitating group sessions The City of Edmonton values applicants with a diverse range of skills, experiences and competencies, and encourages you to apply.
