Job Title: National Environmental Policy Act ( NEPA) Project/Program Support Specialist Job Status: Full-Time Location: Washington, DC metro area (Flexible) Salary Range: $70,000 - $150,000 commensurate with experience Plexus Scientific Corporation is seeking a qualified individual to join our dynamic team of professionals to support the U.S. Department of Veterans Affairs Environmental Program Office (EPO). Employee location is flexible and remote work will be permitted. Successful Candidate must have subject matter expertise in NEPA, with working knowledge of CERCLA, Migratory Bird Treaty Act, Coastal Zone Management Act, Endangered Species Act, the Clean Water Act, the National Historic Preservation Act, and other applicable laws, regulations, Executive Orders, and agency requirements. Experience with ASTM Standard E1527, Standard Practice for Environmental Site Assessments: Phase 1 Environmental Site Assessment Process , is also a plus. Duties and Responsibilities will include: Support NEPA documentation review, management, and support for EPO program areas as assigned. Review and provide comments on NEPA documents and environmental resource reports (e.g., biological survey/habitat assessment reports, wetland/aquatic resource delineation reports, Coastal Zone Management Act consistency reports, Phase I Environmental Site Assessment reports, etc.). Serve as NEPA document manager under supervision of EPO program/project lead. Support the drafting, review, adoption, implementation and application of categorical exclusions by EPO, including the application of categorical exclusions to specific projects. Support programmatic NEPA standardization documentation support. Support site-specific and programmatic environmental requirements development. Support the development and recommendation of effective mitigation strategies to address identified environmental issues. Attend site visits and market surveys. Support scoping and public meetings for projects and program areas. Coordinate and manage NEPA project schedules with the EPO Program lead and the Integrated Master Schedule POC, ensuring schedules are synced and up to date (Scoping, Draft, Final, and Completion dates) Provide EPO project tracking and status updates for all program areas and projects. Perform desktop analysis (with online tools such as NEPAssist, etc.), as needed for projects and market surveys. Environmental program support briefings, business rules, program optimization Support development of NEPA database and repository Track and coordinate office tasks, ensuring completion by due dates. Coordinate response to external tasks. Coordinate with EPO Program lead and EPO Director. Qualifications (Education and Experience) : Bachelor's degree from an accredited university in Environmental Planning, Environmental Science, Natural Resources, Engineering, or related field Minimum of seven (7) years of related work experience, preferably with construction or real property projects/actions. Substantial contributor to at least 5 EAs or EISs in the in the last five years, as documented by being included on the list of preparers in the final EA or EIS. Must have experience with online databases (e.g., NEPAssist) from regulatory and governmental agencies to support NEPA and environmental analysis. Must demonstrate the ability to work independently with general guidance and minimal supervision. Excellent critical thinking, coordination, communication, and interpersonal skills are required to work with a wide variety of stakeholders Must be available for up to 50% travel throughout the US. Candidate must be a U.S. Citizen, have a current driver's license, and be able to obtain and maintain a favorable background security investigation Computer literate and proficient with Microsoft Office Software (Word, Power Point, Publisher, Outlook) and Adobe Acrobat Working at Plexus Rewards and Benefits Plexus offers a total rewards package designed with your health and wealth in mind.
