Job Summary Clark County is seeking a Network and Telecom Administrator. This person will be the primary Cisco voice administrator for the County. They will also support Cisco network administration duties. This role is responsible for keeping the County's voice environment reliable, supportable, and well documented. It includes day-to-day ownership of Cisco VoIP and unified communications services, along with meaningful responsibility for the County’s network infrastructure. The successful candidate will be comfortable operating in the following areas: owning telecom operations, troubleshooting across network and voice boundaries, supporting network administration duties, working with vendors and carriers, improving documentation, and helping the County prepare for a future cloud-based phone system. After successful onboarding, the employee will be eligible to work remotely. The candidate must line in OR or WA. Remote work will fluctuate depending on workload, projects, operational needs, support requirements, and performance. This position is represented by the Information Technology Guild. Our department also encourages applications from candidates with knowledge, ability and experience working with a broad range of individuals and communities with diverse racial, ethnic, and socio-economic backgrounds Qualifications Primary Responsibilities Administer and support the County's Cisco voice environment, including CUCM, voicemail, contact center, call routing, SIP/PSTN connectivity, gateways, phones, softphones, and related collaboration services. Troubleshoot voice and telecom issues such as registration failures, call routing problems, SIP trunk issues, gateway failures, voicemail or contact center issues, and voice quality problems. Support analog, fax, overhead paging, and emergency-related voice services, including specialty devices and critical calling paths. Provide assistance in managing Cisco network functions such as switching, routing, wireless, firewalls, VLANs, QoS, DHCP, DNS, WAN connectivity, and related services that influence enterprise voice and network services. Maintain practical documentation, inventories, support procedures, and change records that improve long-term supportability. Follow sound operational and change-management practices, including validation, rollback planning, communication with collaborators, and customer-focused support. Desired Qualifications Five or more years of experience managing enterprise Cisco voice, telecom, unified communications, contact center, or network infrastructure. Experience administering or supporting enterprise Cisco voice, unified communications, telecommunications, contact center, or network systems. Working knowledge of VoIP fundamentals such as SIP, RTP, codecs, DTMF, NAT/firewall behavior, QoS, and voice troubleshooting. Working knowledge of Cisco network administration, including switching, routing, VLANs, wireless, firewalls, WAN, and network troubleshooting. Ability to document systems clearly and produce useful procedures, inventories, and troubleshooting notes. Strong analytical, organizational, communication, and customer service skills, with the ability to work independently and collaborate across technical and non-technical teams. Cisco certification such as CCNA, CCNP Collaboration, CCNP Enterprise, or equivalent experience. CCNP Collaboration is strongly desirable. Previous public sector experience. Preferred Candidate The preferred candidate is a strong network administrator who can also manage the County's Cisco telecom environment with confidence and good judgment. They should be practical, steady under pressure, detail-focused, and able to troubleshoot across telecom and network boundaries while assisting the County in getting ready for future modernization. Cisco voice experience, Cisco certifications, public sector experience, and exposure to cloud voice platforms are preferred. Upon hire, the selected candidate must reside in Washington or Oregon and must be regularly available for onsite work at Clark County's Public Service Center located in Vancouver, Washington.
