Job Title: Oracle Fusion Cloud HCM Functional Job Category: Information Technology Time Type: Full time Minimum Clearance Required to Start: None Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Continental US * * * The Opportunity: CACI is seeking an Oracle Fusion Cloud HCM Functional Consultant to lead a functional workstream on the OPM Modernization Program—one of the most significant federal HCM transformation initiatives currently underway, migrating legacy HR systems to Oracle Fusion Cloud HCM for the U.S. civilian workforce. This role offers the opportunity to influence enterprise‑wide SaaS HCM solution design and collaborate within a modern Agile delivery framework. You will work directly with federal HR stakeholders, shape module‑specific configurations, and help deliver a modern HCM capability that supports HR services for millions of federal employees and their families. In this role, you will own functional design for one or more modules, guide team members, and make configuration decisions aligned with federal HR policy. You will bring depth across Fusion HCM modules and strong command of Oracle Fusion Application Security, including role design and privilege governance. Responsibilities: Own functional design and configuration for one or more Oracle Fusion HCM modules—Core HCM, Federal HR, Absence Management, Time & Labor, Learning, or Benefits—from requirements through validation. Lead requirements and design workshops with agency HR leadership and subject matter experts; resolve ambiguity and drive agreement on functional decisions. Conduct fit‑gap analysis and determine whether requirements are met through configuration, extension, integration, or business process change; document and defend recommendations. Translate federal HR policy (Title 5, Title 38, GPPA, OPM regulations) into system design and serve as the escalation point for policy interpretation. Establish configuration standards and module‑specific design patterns; review and validate configuration produced by other consultants. Design federal benefits configurations including FEHB, FERS, CSRS, TSP, and FEGLI. Design federal pay structures including GS, SES, Wage Grade, Title 38 pay plans, locality pay, and special salary rates. Design absence and time functionality including leave accruals, FMLA, military leave, credit hours, compensatory time, alternative work schedules, premium pay, and FLSA determinations. Own personnel action processing design, including position management, actions and reasons, Nature of Action codes, and SF‑50/SF‑52 workflows. Define and validate Oracle Application Security configuration including Job roles, Data roles, Duty roles, privileges, data security profiles, and segregation‑of‑duties considerations. Own data conversion strategy for your module including mapping rules, sequencing, validation criteria, acceptance thresholds, and defect adjudication. Define functional integration requirements for federal systems such as EHRI, eOPF, USA Staffing, payroll providers, and benefits carriers; resolve design conflicts with technical teams. Approve testing strategy and coverage for your workstream; support UAT, parallel payroll validation, and test exit processes. Assess quarterly Oracle SaaS updates for module impact; recommend adoption, remediation, or deferral. Present design decisions, risks, and solution recommendations to government stakeholders and program leadership. Own functional readiness tasks including cutover planning, go‑live criteria, post‑go‑live validation, and hypercare support. Provide mentoring, technical guidance, and deliverable review for functional consultants. Participate in Agile ceremonies including PI Planning, sprint reviews, and backlog refinement; influence release planning. Qualifications: Required: Ability to obtain and maintain a Public Trust clearance (U.S. Citizenship required). Bachelor’s degree and 7+ years of relevant experience (additional experience may substitute for degree). 5+ years of hands‑on HCM configuration experience for enterprise systems, with demonstrated ownership of module‑level design. Expertise in at least one, and working knowledge of multiple, functional domains: Core HCM, Federal HR, Benefits, Compensation, Absence Management, Time & Labor, or Learning. Knowledge of federal HR regulations including Title 5 and Title 38 pay authorities. Hands‑on experience designing and validating Oracle Fusion Application Security (Job/Data/Duty roles, privileges, Security Console). Strong analytical skills with demonstrated ability to translate complex policy requirements into technical configurations. Excellent written and verbal communication skills. Desired: Oracle HCM Cloud certification in one or more functional areas. Experience designing federal HR programs including FEHB, FERS/CSRS, TSP, FEGLI, and federal pay systems (GS, SES, Wage Grade, Title 38). Experience with SF‑50 processing, GPPA, and OPM reporting. Experience with Oracle tools: FSM, HDL/HSDL, HCM Extracts, OTBI, BI Publisher, Security Console. Agile certification (SAFe Agilist or equivalent). Experience supporting federal civilian or DoD HCM implementations. Active Secret clearance or higher. This position is contingent on funding and may not be filled immediately. Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
