Objective of the Department: The Information Technology Services Department (ITS) provides leadership and direction in the deployment of information and communication technologies and systems to support the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) in carrying out its mandate. ITS establishes and maintains strategies, policies, standards, and procedures to ensure the effective and efficient provision of information and communication services in a geographically dispersed environment. DESCRIPTION OF DUTIES: 2. Purpose of the Consultancy PAHO operates Microsoft 365 and the Microsoft Power Platform as its corporate low-code automation and business application environment and is expanding the use of AI-enabled workflows across the Organization through Microsoft Copilot Studio, Azure AI services, and related capabilities. Demand for automation and AI-enabled solutions has increased, and ITS requires an experienced Power Platform consultant to design, build, and operationalize AI-enabled automation solutions, and to establish the reusable patterns, governance controls, and documentation that ensure solutions developed on this platform are supportable after the engagement ends. This is a delivery-focused, hands-on technical consultancy. It is not an advisory or strategy role. The consultant will report to the Business Relationship Manager, who is the single point of contact for intake, prioritization, and acceptance of all assigned work. The consultant works autonomously against an assigned and prioritized task backlog, delivers within agreed timeframes, and reports formally each month. 3. Statement of Work The Power Platform consultant will perform the following functions: 3.1 Intake, Task Management & Stakeholder Coordination Review the assigned work queue each working day; acknowledge new tasks; confirm scope, priority, acceptance criteria, dependencies, effort, and target completion date. Deliver tasks by the agreed due date. If delivery is at risk, promptly notify the Business Relationship Manager and propose a recovery plan or a revised date for approval. Keep task records current with progress, decisions, blockers, testing evidence, deployment status, and next actions. Work with other ITS units and, where directed, with PAHO departments to gather requirements, map current-state processes, assess impacts, translate needs into feasible solutions, and demonstrate completed work. Apply an agreed qualification test to each incoming request — business value, feasibility, data sensitivity, systems affected, and long-term supportability — and recommend to the ITS team whether the request should be built, redesigned, deferred, or routed to another platform or team. Assess each request against strategic alignment, expected business value, anticipated adoption, licensing impact, support effort, data sensitivity, AI suitability, and long-term sustainability before recommending a delivery approach. Review existing PAHO solutions, automations, Copilot Studio agents, templates, and reusable components before recommending new development. If an existing solution can reasonably be extended or reused, document and prioritize that option. Decline to rebuild existing manual or legacy processes on a one-to-one basis where redesign would materially improve scalability, maintainability, or governance alignment; document the recommended alternative for approval. 3.2 Power Platform Solution Development & Integration Design, build, test, deploy, and support solutions using Power Automate cloud flows, Power Apps (canvas and model-driven), Dataverse, SharePoint Online and Microsoft Lists, Microsoft Forms, Power BI, and Power Pages where approved. Develop, maintain, and troubleshoot integrations with PAHO systems using standard and custom connectors, REST APIs, Azure Logic Apps, Azure Functions, service principals, and managed identities with approved authentication mechanisms. Implement approvals, notifications, escalations, service-level timers, retry logic, and structured error handling so that automations fail safely, visibly, and recoverably. Investigate and resolve issues across configuration, flow logic, data, permissions, connectors, integrations, licensing entitlements, and platform throttling limits; identify root causes and sustainable corrective actions. Support data imports, migrations, cleansing, validation, and quality controls while maintaining integrity and auditability. Design solutions with long-term maintainability as a primary objective, minimizing custom development where standard platform capabilities meet business requirements. Identify opportunities to consolidate multiple workflows, applications, forms, and reporting solutions into simpler and more sustainable enterprise solutions. 3.3 AI-Enabled Workflows & Copilot Studio Agents Design, configure, test, and deploy AI-enabled workflows for approved PAHO use cases, including document summarization, content extraction and classification, drafting support, knowledge retrieval, request triage, and decision-support processes. Build and maintain Copilot Studio agents — topics, instructions, actions, knowledge sources, and connected flows — and integrate them with Microsoft Teams, SharePoint, and other approved channels. Ground AI-enabled experiences in approved PAHO knowledge and data sources, and work with content owners to improve knowledge quality, relevance, and maintenance. Design and document the human-in-the-loop controls for every AI-enabled workflow: review points, confidence and exception thresholds, escalation paths, audit trail, and the named business owner accountable for outputs. No AI-enabled workflow or agent shall be deployed to production without a designated business owner accountable for business outcomes, content quality, and ongoing operational review. Maintain documented evaluation scenarios, expected outputs, observed outputs, identified failure modes, and corrective actions for all AI-enabled solutions prior to production deployment. Document and monitor AI-related operational costs, licensing dependencies, AI Builder consumption, and Azure AI consumption where applicable, and recommend optimization measures when required. Assess existing AI-enabled workflows and agents periodically to identify opportunities for retirement, consolidation, enhancement, or replacement. Test agent and workflow accuracy against defined evaluation scenarios, including permissions enforcement, action execution, escalation behaviour, multilingual behaviour where required, and compliance with PAHO privacy, security, data protection, and responsible AI requirements. Build reusable prompt libraries, solution templates, output review checklists, and enablement materials so that comparable use cases can be delivered faster and consistently. Assess new Power Platform, Copilot, and Azure AI capabilities and recommend practical improvements, recognizing that these products are evolving rapidly and that capability announcements are not the same as production readiness. 3.4 Governance, Security, Testing & Release Apply least-privilege access, secure development practices, and PAHO security, data protection, change management, and AI governance requirements to every solution delivered. Work within PAHO's environment strategy (development, test, production), solution layering, and managed-solution discipline; manage changes through source control and Power Platform ALM using Azure DevOps or PAHO's designated pipeline. Apply and, where gaps are identified, propose improvements to Power Platform governance controls including data loss prevention (DLP) policies, connector restrictions, environment provisioning rules, naming standards, and documented solution ownership. Prepare and execute functional, regression, integration, permission, and AI output-quality tests as applicable; support user acceptance testing and document approval. Verify that all production deployments have documented ownership, support procedures, rollback procedures, operational monitoring, and approved support transition documentation. Ensure production readiness reviews are completed prior to deployment and confirm that all acceptance criteria, governance controls, and operational requirements have been satisfied. Prepare deployment, validation, communication, rollback, and post-deployment activities; do not implement unapproved production changes and do not deploy unmanaged solutions to production. Provide production support for solutions delivered under this consultancy, monitor flow success rates and assigned operational indicators using Power Platform admin analytics, Azure Monitor, or Log Analytics, and prepare root cause analysis and corrective actions when requested. Monitor Power Platform, Dataverse, and AI capacity consumption against PAHO's licensed entitlement, flag projected overage in advance, and optimize solutions for cost as well as performance. Collaborate with the ITS Information Security unit on reviews, incidents, access controls, integration dependencies, and remediation activities. 3.5 Documentation, Reporting & Knowledge Transfer Prepare and deliver required documentation following ITS Solution Architecture and Security standards and templates. Maintain solution designs, current-state and future-state process documentation, configuration records, integration diagrams, test evidence, deployment records, runbooks, and task history for material changes. Maintain a benefits register documenting the expected and realized business outcomes of implemented solutions, including process efficiencies, effort reduction, cycle-time improvements, service improvements, or other measurable outcomes where applicable. Record the designated business owner, technical owner, support model, adoption status, and production status for each solution. Document AI-enabled workflows including grounding sources, prompts, guardrails, evaluation scenarios, known limitations, cost profile, and the assigned operational owner. Maintain a solution register recording every solution delivered, its owner, its data sources, its environment, its licensing dependency, and its support model. Provide demonstrations, walkthroughs, user guides, and structured knowledge-transfer sessions to designated ITS staff, so that each solution can be supported by PAHO personnel without the consultant. Store all source code, solution files, configuration exports, documentation, and work products in PAHO-approved repositories and tenants, and submit the required monthly activity report. 4. Monthly Activity Report By the last working day of each month, the consultant shall submit a consolidated report to the Business Relationship Manager. The report shall be traceable to the designated task-management system and include: An executive summary and a complete register of every task assigned during the month, plus open tasks carried forward. For each task: identifier, title, requester or owner, requesting ITS unit, assignment date, priority, agreed due date, status, completion date, and task-record reference. For each task: a concise summary of work performed, changes made, testing and approval completed, deployment outcome, documentation produced, and result achieved. For delayed, blocked, cancelled, or re-scoped tasks: reason, impact, required action, mitigation, and approved revised date; plus priorities for the following month. Production releases and incidents in the period, with associated change records and preventive actions taken. Operational indicators for solutions in production, including flow success and failure rates, adoption, and — where a baseline was agreed at intake — measured benefit such as processing time reduction or manual effort avoided. Status of AI-enabled solutions including adoption metrics, accuracy observations, identified risks, content maintenance requirements, and planned improvements. Summary of reusable assets created or enhanced during the reporting period.Power Platform, Dataverse, and AI capacity consumption against contracted entitlement with a projection to the end of the contract period. Risks, technical debt, governance findings, recommendations, and planned focus for the following month. A task is considered delivered when deployed to production, verified against the agreed acceptance criteria, documented in the solution register, and accepted by the requester. Certification of the monthly deliverable is contingent on receipt of a complete monthly report. 5. Qualifications & Skills 5.1 Education & Experience University degree in Computer Science, Information Systems, Software Engineering, Information Technology, or a related field. At least four years of progressively responsible experience in application development, systems integration, or business process automation, of which at least three years shall be hands-on delivery on the Microsoft Power Platform in an enterprise environment. Strong hands-on experience with Power Automate cloud flows, Power Apps (canvas and model-driven), Dataverse, SharePoint Online, Microsoft 365 services, and Power BI. Demonstrated experience integrating Power Platform solutions with enterprise systems using REST APIs, JSON, OAuth 2.0, service principals, managed identities, custom connectors, and Azure integration services. Demonstrated experience with Power Platform application lifecycle management — environment strategy, managed solutions, source control, and automated deployment pipelines — and with governance controls including DLP policies and role-based access. Experience gathering requirements from non-technical stakeholders, documenting current-state and future-state processes, and delivering solutions from concept through production support. Demonstrated ability to manage multiple concurrent assigned tasks, maintain accurate work records, and deliver by agreed deadlines with limited supervision. Experience with Microsoft Copilot Studio, Azure AI services, or comparable AI-enabled workflow delivery is highly desirable. Where such experience is limited, the candidate shall demonstrate strong applied understanding of generative AI use cases, prompt design, retrieval grounding, evaluation, and responsible AI principles. PL-600 (Solution Architect), PL-300 (Power BI Data Analyst), AI-102 (Azure AI Engineer), Copilot Studio credentials, and relevant Azure or Microsoft 365 certifications are desirable. 6. Work Schedule & Conditions Position: Power Platform Consultant — AI Workflow Automation. Work type / Duty Station: Full-time consultancy; remote (off-site), with core hours overlapping Washington, D.C. business hours. Occasional mission travel may be required, subject to prior approval. Duration: 6 months, subject to satisfactory performance, with a formal review at month two and availability of funds. Position Type: Band A of International PAHO Consultant (IPC-Band A).
