Job Summary: The People & Culture Generalist provides HR support to employees, supervisors, and the People & Culture team, with a primary focus on benefits administration. The position supports employees with benefits and leave questions; coordinates enrollments, leave and accommodation requests, workers’ compensation claims, and annual open enrollment; and works with benefit vendors to resolve issues. The Generalist also conducts initial intake for employee relations matters, prepares HR reports and workforce data, and provides recruitment and onboarding coverage as needed. This position is ideal for an HR professional with benefits experience who is interested in developing across a broader range of HR functions. Work Arrangement: This is a hybrid position requiring two days per week in the office, with the remaining days worked remotely. In-office days and remote-work arrangements may be adjusted based on employee, team, and organizational needs. Essential Functions: Benefits, Leave, and Employee Support: Serve as a primary resource for employees regarding benefit plans, eligibility, enrollment, coverage changes, and related questions. Process benefit enrollments, changes, and terminations and coordinate with benefit brokers, vendors, and insurance carriers to resolve issues. Coordinate annual open enrollment, including employee communications, enrollment materials, meetings, and HRIS updates. Administer employee leave programs, including FMLA, OFLA, Paid Leave Oregon, Washington Paid Family and Medical Leave, and other applicable leave programs. Coordinate leave documentation, reasonable accommodation requests, and return-to-work processes. Manage workers’ compensation claims, workplace injury documentation, and unemployment claim responses. Maintain accurate and confidential benefits, leave, accommodation, and claims records. Employee Relations and General HR Support: Serve as an initial point of contact for employees and supervisors regarding workplace concerns, HR policies, procedures, and available resources. Conduct initial intake for employee relations matters by gathering information, documenting concerns, and referring matters to the appropriate People & Culture team member. Provide routine policy and process guidance and promptly escalate complex, sensitive, or urgent matters to the People & Culture Director. Assist with employee relations documentation, case tracking, and other related activities as assigned. HR Reporting and Team Support: Compile and review HR data related to benefits, leave, turnover, recruitment, onboarding, employee relations, and other workforce trends. Prepare recurring HR reports and summaries and identify trends or concerns that may require additional review. Support HR audits, data validation, compliance activities, and improvements to HR processes and employee communications. Provide recruitment and onboarding coverage, including job postings, candidate communication, background screening, new-hire documentation, HRIS entry, and orientation support. Collaborate with the People & Culture team on department projects, cross-training, and shared priorities. Perform other related duties consistent with the position’s level of responsibility. Supervision: Reports to: People & Culture Director This position does not have direct supervisory responsibilities. Qualifications Minimum Qualifications: Bachelor’s degree in Human Resources, Business Administration, or related field. Experience in human resources, benefits administration, leave administration, or general HR operations preferred. Relevant internship, practicum, volunteer, or administrative experience may be considered in place of professional HR experience. Preferred Qualifications: Experience coordinating open enrollment, workers’ compensation claims, or employee relations intake. Experience with Oregon and Washington leave programs. Experience supporting recruitment and onboarding activities. HR certification, such as SHRM-CP or PHR. Physical Requirements - This position requires the ability to: Perform repetitive motions and work for prolonged periods in a seated position with extensive computer and visual involvement. Travel as needed to perform job duties and attend agency-related meetings or activities. Perform moderate lifting as required.
