Under the supervision of the PMO Lead, the Project Manager II (PM II) / PMO Operations Analyst independently manages key PMO functions while supporting a project or major project components. The role develops executive-ready PMO-level dashboards, reports, trackers, and analytics that transform project and portfolio data into actionable insights and supports project governance, performance monitoring, and continuous process improvement. As a key member of the PMO team, the PM II partners closely with the Process Improvement and Excellence Lead to help advance PMO maturity by applying systems thinking to develop, implement, and maintain scalable project management processes, tools, and governance solutions across the organization. The Project Manager II (PM II) leverages project management systems, data analysis, reporting, and performance metrics to support strategic decision-making and advance enterprise goals. The PM II position manages project scope, schedule, budget, quality, risk, and stakeholder engagement while promoting standardization, operational efficiency, and adherence to JBS project management best practices. The role also applies business and financial analysis to strengthen planning, improve project outcomes, and support client and organizational priorities. ESSENTIAL JOB FUNCTIONS: Contribute to the development, implementation, and continuous improvement of PMO methodologies, templates, dashboards, reporting structures, and project management guidance Identify opportunities to improve consistency across projects by supporting enterprise-level PMO standards, lessons learned, and scalable project management practices Perform data analysis and develop custom performance reporting, turning project data into actionable insights, trends, forecasts, and executive-ready dashboards in systems such as Smartsheet and Monday.com Develop and inform comprehensive PMO systems to standardize enterprise-wide functions, leveraging AI, automation, and strategic technology applications to operationalize and streamline processes Manage the day-to-day functions of assigned project(s) following established guidelines required by the client and JBS policies, procedures, and best practices Develop project workplan and schedule including prioritization of assigned tasks in coordination with the Project/PMO Director Ensure project deliverables meet client and JBS quality standards through development and implementation of internal review processes Establish, track, and maintain project commitments with external partners (i.e., consultants, vendors, subcontractors, temp staff) by developing agreements and scopes of work Manage project budget by reviewing and tracking consultant vouchers, subcontractor invoices and other project expenditures. Track monthly project spending information and develop budget forecast of budget expense reports inclusive of burn rates and cost-to-complete estimates Develop and manage any project performance tracking and dashboard systems Ensure the implementation of standardized JBS project management best practices; when needed, develop project-related guidance documents including standard operating procedures (SOPs) in consultation with the project director/PMO Identify and connect project team members to the tools and templates that support project goals and objectives Anticipate project risks, elevate information to project leadership, problem-solve implementation issues, and where appropriate, circulate lessons learned to project team members and/or the PMO Research, develop, and deploy appropriate technological solutions to increase project effectiveness and efficiency Play a key role in project resource management including the recruitment, hiring, and onboarding of new project staff Maintain organized documentation of project deliverables, background information, project progress detail, and available resources Assist in the preparation of monthly and semiannual reports to meet contract requirements and/or JBS corporate requirements Act as a reliable point of contact for client staff ensuring requests and inquiries are addressed quickly, thoroughly, and professionally Provide strengths-based supervision to project coordination staff (where applicable) ensuring task alignment that matches both staff skill and professional development goals as well as fully covers the required activities for which they are responsible Support JBS business and proposal development efforts as directed by supervisor MINIMUM JOB QUALIFICATIONS: Education: Bachelor’s degree in social services, public health, business administration, or other related field Project Management Professional (PMP) certification Experience : A minimum of 5 years of project management experience working in a human services or public health related field or working on a similar project (e.g., in scope, budget, etc.) Technical Knowledge: Experience managing at least 3–5 projects from initiation through closeout using established project management methodologies and governance processes Demonstrated experience analyzing and reporting on large or complex datasets, including a minimum of 3 years developing dashboards, reports, data visualizations, or performance metrics to support project, portfolio, or organizational decision-making Competencies: Demonstrates strong attention to detail; well organized; can determine priority of assigned tasks with minimal guidance and can manage time to ensure tasks are completed on time and at the expected level of quality Works well with others in a positive, courteous, and professional manner; functions well as a member of a team and can also work independently and without extensive supervision Can handle multiple tasks at various stages and has the flexibility needed to adjust to last-minute requests for information and changing priorities or procedures Takes initiative; asks questions when appropriate to do so Takes a proactive approach to problem solving Articulate and clear in oral and written communication Anticipates potential project risks and implements plans to avoid them Strong leadership skills with ability to mentor junior Project Managers Language: English fluency (oral and written) Software Proficiency: Microsoft SharePoint Survey Management Platforms (e.g., Survey Monkey, Select Survey, Google Forms) Webinar Management Platforms (e.g., Microsoft Teams, Zoom, WebEx, Adobe Connect) Project Management Platforms (e.g., Power BI, Jira, Smartsheet, Monday.com, MS Project), Listserv Platforms (e.g., MailChimp) Location: Remote with the consideration that if a candidate lives within a 50-mile radius of our North Bethesda or San Mateo offices, employment will be considered hybrid. Security Clearance: May vary based upon assignment Physical Requirements : Extended Computer Use: Ability to sit for extended periods and operate a computer keyboard and mouse Vision: Must be able to see and read computer screens and printed materials Dexterity: Capable of using hands and fingers to operate equipment and perform tasks requiring precision Communication: Able to effectively communicate verbally and in writing with team members and stakeholders Mobility: Frequently required to stand, walk, reach, and bend to access office equipment and attend meetings Lifting: Ability to lift and carry up to 25 pounds for short distances Sensory Abilities: Must be able to perceive and interact with the environment using hearing and speaking skills Work Environment: Primarily works in a typical office environment, with exposure to computer screens and moderate noise levels PREFERRED JOB QUALIFICATIONS: Education: Master’s degree Agile project management certifications (e.g., Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP) AI project management certification (PMI-CPMAI) PMO Certified Practitioner (PMI- PMOCP) Experience: Experience managing project budgets totaling $2,000,000 or more Proven ability in constructing and carrying out effective work plans, developing low-code/no-code project management solutions, working between technical and non-technical teams and/or supervising teams of up to five staff members Knowledge: Applied project management knowledge in the areas of government contracting, grants and cooperative agreement management, quality management, data analysis, and/or SDLC processes OTHER DUTIES AS ASSIGNED: This position description should not be construed to imply that these requirements are the exclusive standards of the position, nor will it be the sole basis for any subsequent employee evaluations.
