POLICY ANALYST INCATech is seeking an experienced Policy Analyst to provide support in the research, analysis, development, implementation, and evaluation of Federal and agency-specific acquisition policy. The Policy Analyst interprets applicable statutes, regulations, directives, and guidance; assesses their impact on acquisition operations; and develops clear, actionable recommendations for Government consideration. RESPONSIBILITIES Researching Federal, Department, and agency acquisition laws, regulations, policies, directives, and emerging policy issues. Drafting and updating acquisition policies, procedures, manuals, instructions, standard operating procedures, guidance, and related implementation materials. Analyzing proposed or revised policy requirements to determine operational impacts, implementation considerations, risks, and potential areas requiring clarification. Developing policy recommendations, decision memoranda, issue papers, briefings, policy briefs, reports, and other written products for Government review. Reviewing existing policies and procedures to assess effectiveness, consistency, compliance, and opportunities for improvement. Supporting implementation of new or revised Federal, Department, and agency acquisition requirements across the acquisition workforce. Coordinating research and policy-development activities with acquisition, legal, program, financial, and other Government stakeholders. Gathering, integrating, and analyzing qualitative and quantitative information to support policy decisions and recommendations. Monitoring Congressional, Federal, Departmental, and agency developments that may affect acquisition policy or operations. Supporting acquisition workforce awareness, communications, training, and change-management activities associated with policy implementation. Maintaining organized, traceable documentation of research, analyses, recommendations, and policy changes. REQUIREMENTS Qualifications Related Expereince: Bachelor’s degree or equivalent in Business, Public Administration, Policy, Acquisition, or a related discipline. Minimum of six years of relevant professional experience. Must demonstrate knowledge of Federal acquisition laws, regulations, policies, and procedures. Experience developing or revising acquisition policy, SOPs, desk guides, manuals, templates, or implementation guidance. Demonstrated experience applying and interpreting the FAR and agency-specific acquisition supplements, policies, directives, and procedures. Experience developing executive-level policy briefs, decision memoranda, issue papers, reports, and presentations. Strong research, analytical, technical writing, and stakeholder-coordination skills. Preferred Eight or more years of Federal acquisition, procurement policy, or acquisition-management experience. Experience supporting DHS and/or FEMA, or another large Experience assessing the operational impact of new statutes, executive orders, regulations, or agency policy changes and supporting implementation across an acquisition workforce. Experience coordinating acquisition-policy matters with contracting, legal, program, financial, and senior leadership stakeholders. Experience developing or delivering acquisition-policy training, awareness, or workforce communications. FAC-C, DAWIA Contracting, CPCM, CFCM, or other relevant Federal acquisition/procurement certification.
