Our client is advising a public-sector organisation that is taking a project to market as a PPP. They are looking for someone who has already done this from the public-sector side and who knows where these projects actually stall.

This is not a project finance role and not a transaction advisory role. The work is clearing the statutory gates in the right order, with the right pack, in front of the right body.

What you will do

• Provide expertise about the NCP processes and Saudi PPP approval process as well as the processes of other authorities requiring approvals
• Participate in meetings to provide your opinion
• Review documentation

Professional background

What you must have

• Direct experience taking at least one PPP or privatization project through Saudi approval processes, either as the contracting authority or as its adviser
• Working knowledge of the Saudi PPP and privatization regulatory framework, at article level
• Practical command of the approval matrix, including how the value determining the approving authority is computed and why it differs from applicability and referral thresholds
• Experience with Ministry of Finance review as a discrete deliverable with its own owner and timeline
• Fluent English. Arabic is nice to have.

Strong signals

• Experience with referral requirements during a budget cycle and the associated time constraints
• Experience with business case requirements or local content requirements on a live project
• Experience working with sector supervisory committees
• Experience with sector plans and their impact on PPP projects
• Experience taking a project through competition and tender stages
