Job Description Summary The Certified Payroll & Prevailing Wage/Apprenticeship (PWA) Compliance Coordinator manages certified payroll and labor compliance documentation for projects subject to Davis-Bacon Act and Related Acts (DBRA) requirements, as well as projects where our customers require prevailing wage and apprenticeship (PWA) documentation to substantiate their eligibility for tax credits under Internal Revenue Code Sections 45U and 45Y. Important context: Our company serves as the contractor/labor provider on these projects — not the taxpayer claiming the tax credit. Our customers (project owners) are the taxpayers who rely on accurate labor documentation from us to substantiate their own IRS tax credit claims. This role is responsible for ensuring the accuracy, completeness, and timeliness of the labor and wage records we provide to support both regulatory compliance (DBRA) and our customers' tax credit substantiation (45U/45Y) while working closely with the GE Vernova Tax Compliance Director, Corporate Legal and compliance teams to manage the contractual risk associated with these obligations. Job Description Key Responsibilities Certified Payroll (Davis-Bacon Act & Related Acts) Compile weekly payroll reports, pay stubs, and timecards for qualifying federally funded projects using systems such as Kronos, Workday, and PowerMax Review and verify that all employees working on the jobsite are accurately captured in payroll reports Submit reports to third-party consultants for independent review, verification, and conformance Review conformed reports and submit final certified payroll to customers in accordance with federal project terms Certify payroll reports in accordance with DBRA requirements Prevailing Wage & Apprenticeship Documentation (IRA Sections 45U/45Y) Maintain accurate labor hours, wage classification, and apprenticeship utilization records to support our customers' substantiation of prevailing wage and apprenticeship (PWA) requirements under IRC Sections 45U and 45Y Track apprenticeship labor hour percentages against applicable phased-in thresholds, and document good faith effort records when registered apprentices are unavailable Provide labor documentation to customers, third-party consultants, or customer tax advisors as required under contract terms to support the customer's tax credit filings (e.g., supporting documentation referenced in IRS Form 8835/7213 or successor forms) Coordinate with corporate legal/contracts teams to understand contractual risk-transfer provisions related to PWA compliance (e.g., indemnification clauses, correction/cure cost obligations, credit recapture risk) since our company is not the taxpayer but may bear contractual liability for documentation deficiencies Distinguish between DBRA correction processes (DOL back-wage enforcement) and IRA correction/cure mechanisms (IRS-administered backpay, interest, and penalty payment processes that apply to the taxpayer, not our company directly) to ensure appropriate internal escalation Apprenticeship Program Management Manage and administer qualified apprenticeship programs Works to create new and modify existing GE Vernova’s- One Field Service apprenticeship programs Maintains related training instruction, on-job learning and Davis-Bacon certifications within DOL Rapids 2.0 Track and maintain apprentice ratios, wage progression, and certification status per applicable DBRA and PWA requirements Documentation & Compliance Maintain organized, audit-ready documentation for all certified payroll, PWA, and apprenticeship records Ensure compliance with corporate employee data privacy policies and other applicable regulatory standards Develop standard operating procedures (SOPs) and reporting templates to support the Davis-Bacon Program Compliance Director, covering both DBRA and IRA-driven documentation workflows Audit & Investigation Support Assist corporate compliance and legal teams in responding to Department of Labor (DOL) inquiries or audits related to DBRA compliance Support customer requests for documentation in connection with IRS inquiries or audits of the customer's tax credit claims — understanding that our role is to provide accurate supporting records, not to represent the company as the taxpayer under audit Flag any identified documentation gaps or discrepancies promptly to legal/compliance leadership given potential contractual exposure tied to customer tax credit eligibility Serve as a point of contact for apprentice employees and union inquiries related to certified payroll, wages, and apprenticeship matters Suggested Qualifications Education Minimum: Associate's degree in Business Administration, Human Resources, Accounting, or related field Preferred: Bachelor's degree in Business Administration, Human Resources, Labor Relations, or related field Experience Minimum: 3–5 years of experience in payroll administration, HR compliance, or labor relations, ideally within construction, government contracting, or unionized environments Preferred: 2+ years of direct experience with certified payroll and Davis-Bacon Act compliance Experience working with federally funded projects (e.g., DOT, DOE, GSA-funded contracts) is highly desirable Exposure to clean energy/IRA-related labor compliance documentation is a plus, though still an emerging skill set in the market Technical Skills Proficiency with payroll/HRIS platforms — Kronos, Workday, PowerMax (or similar systems such as ADP, PeopleSoft) Strong Excel skills (pivot tables, VLOOKUP, data reconciliation) Familiarity with certified payroll software (e.g., LCPtracker, eMars, or similar prevailing wage tools) a plus
