ICF is currently seeking a Prevention Manager to serve as part of a team designed to strengthen a prevention-oriented, compliance-focused culture across the Office of Refugee Resettlement’s care provider network by aligning policy, expectations, training, communication, monitoring and continuous quality improvement. This project is part of our Prevention of Sexual Abuse project that conducts compliance audits and technical assistance for the Office of Refugee Resettlement provider community. This is for a six-month duration with the opportunity for extension beyond the initial term, subject to project needs, funding, and organizational requirements. The project will provide a team of prevention experts to collect and analyze data that will inform system improvements to create a culture of safety focused on preventing child abuse and neglect. Staff will be embedded in ORR’s response team to understand serious incidents, monitoring and audit findings, and other qualitative and quantitative data as part of a quality planning cycle. The team will be responsible for assessing protocols, practices, and workforce of approximately 150 care provider programs as it relates to a culture and climate of safety and making recommendations for strategies and tools to improve safety and prevent child abuse and neglect. Roles and Responsibilities Lead the prevention team and provide overall direction, prioritization, coordination, and quality oversight for prevention culture and system-wide improvement activities. Serve as the primary interface with the PCAN team, coordinating prevention activities with PCAN response functions while maintaining the prevention team's distinct system-improvement focus. Establish and oversee a structured quality planning and continuous improvement cycle that integrates serious incident report information, monitoring and audit findings, provider performance data, risk indicators, and other qualitative and quantitative information. Direct system-level assessments of provider protocols, practices, workforce, culture, and climate of safety to identify systemic vulnerabilities and opportunities to strengthen prevention. Lead development of methodologies and frameworks for assessing prevention culture and safety across the approximately 150-program care provider network. Synthesize findings across providers and data sources to identify recurring risks, emerging trends, systemic issues, and priorities for intervention. Translate analysis into actionable recommendations for ORR regarding prevention strategies, provider expectations, tools, training, technical assistance, monitoring, and system improvements. Oversee translation of PSA, clinical, and child-safety requirements into clear and observable provider practices and role-based expectations. Guide development and refinement of prevention frameworks, implementation approaches, standardized tools, templates, checklists, monitoring instruments, and reporting mechanisms. Lead development of strategies for implementing prevention-focused practices within provider workflows, supervision structures, workforce practices, and operational processes. Provide strategic direction for system-level training and communications designed to reinforce prevention principles, trauma-informed care, and compliance expectations. Coordinate activities across ORR offices, stakeholders, provider organizations, and SMEs to promote consistent interpretation and application of prevention requirements. Determine when specialized clinical or other SME input is needed and integrate that advisory input into analysis and recommendations. Review and approve analyses, recommendations, tools, guidance, reports, briefings, and other deliverables for methodological rigor, consistency, and actionable value. Establish performance measures and mechanisms for tracking implementation, corrective actions, provider progress, and effectiveness of prevention interventions. Brief ORR leadership on systemic findings, emerging risks, implementation progress, and recommended actions. Mentor and supervise Prevention Specialists, promote consistency across assignments, and ensure effective allocation of the four Specialist FTEs across Task 2 priorities. Basic Qualifications A minimum of 7 years’ experience working with child welfare populations, including congregate care settings, to improve quality and safety Master’s degree in social work or related field (bachelor’s plus 10 years of relevant experience may be substituted for a master’s degree) Minimum of 5 years’ experience working with immigrating children and families Must be able to obtain and maintain a Public Trust Clearance. Preferred Skills Knowledge of migrant/refugee issues, particularly related to children. Experience working for a refugee program. Prior work experience in a consulting environment. Professional Skills Ability to promote and contribute to an equitable and inclusive organizational culture and environment. Solid team player with proven ability to manage competing priorities, perspectives and stakeholder needs. Excellent verbal, interpersonal and written communication skills.
