Position : Program Administrator – Participant Directed Programs Location : Remote with minimal travel required within the State of South Carolina to support business needs - Candidates must reside in South Carolina to be considered. Schedule : Monday- Friday: Daytime hours with occasional evenings per business needs Salary : $70,000 annual salary including a full benefits package Job Summary As a Program Administrator, you will serve as a public-facing professional leader representing Morning Sun Financial Services in South Carolina. This position is responsible for supporting the successful operation and growth of Morning Sun's Financial Management Services (FMS) programs in partnership with the South Carolina Office of Intellectual and Developmental Disabilities (OIDD) and other state and community partners. The Program Administrator serves as a key point of contact for participants, employers, employees, case managers, state agencies, and other stakeholders. The position provides leadership and oversight to Program Coordinators and other assigned program staff while ensuring participants receive responsive, professional, and accurate support throughout enrollment and ongoing participation in self-directed services. Essential Job Duties Program Leadership & Business Development Represent Morning Sun Financial Services with OIDD, case management agencies, participants, employers, and community partners. Build relationships and support the growth of Morning Sun's services in South Carolina. Identify opportunities to improve program operations and participant experience. Maintain knowledge of applicable South Carolina program requirements and contractual obligations. Participant & Employer Support Provide responsive support and problem-solving for participants, employers, and employees. Ensure participants and employers understand their roles and responsibilities in self-directed services. Maintain professional, customer-focused communication and escalate concerns when appropriate. Enrollment & Onboarding Support the enrollment and onboarding of new participants and employers. Review required documentation and assist with enrollment or paperwork issues. Ensure employers receive information on program processes and timekeeping requirements. Program Coordination Coordinate with internal departments to ensure paperwork, reports, authorizations, and processes are completed accurately and timely. Communicate with case managers regarding authorizations, participant needs, budgets, and other program matters. Facilitate communication between participants, employers, state agencies, and internal teams. Training & Education Provide training and education to participants, employers, employees, and program staff. Develop or contribute to educational resources and provide guidance to Program Coordinators. Financial Management & Reporting Monitor program and financial activity to identify trends, concerns, and opportunities for improvement. Prepare required reports and track participant growth, billing, payroll, communication, and other program measures. Compliance & Quality Assurance Monitor program operations for compliance with program rules, organizational policies, and contractual requirements. Complete required state reporting and support audits, reviews, and other compliance activities. Supervision & Team Leadership Supervise, coach, and support Program Coordinators and other assigned staff. Set performance expectations, monitor workload and performance, and promote accountability. Foster a collaborative team focused on quality participant service and continuous improvement. Required Qualifications: Valid US Driver’s License and Valid Car Insurance Able and willing to travel throughout the State of South Carolina to support business needs Experience working with the Office of Intellectual and Developmental Disabilities (OIDD) and other South Carolina state and community partners. Preferred candidates will have experience with: social work, direct care supervision, residential group home management, case management, and/or human service experience.
