The Canadian Mental Health Association (CMHA), Ontario is a provincial association, committed to improving services and support for individuals living with mental illnesses and addictions issues, and to the promotion of mental health in Ontario. Job Summary CMHA Ontario is seeking a Program Manager, HSJCC & Justice . This position is located in Toronto, Ontario. The position is a temporary special funded contract for a 1-year duration from the date of hire. Reporting to the Director, HSJCC & Justice at CMHA Ontario, this position will provide strategic guidance and program management on all aspects of the Justice portfolio, including leading the Human Services and Justice Coordinating Committee (HSJCC) Network. This position will work closely with the HSJCC Secretariat Team, the Provincial HSJCC(P-HSJCC), and P-HSJCC advisory committees to provide overall program management for all activities of the Provincial HSJCC. The ideal candidate is an experienced program manager with knowledge of Ontario’s mental health and criminal justice systems with strong relationship building, communication and time management skills. Core Responsibilities Provide program management and guidance with accompanying support to the HSJCC Secretariat team members. Build and maintain strong relationships with relevant provincial Ministries (e.g., Ministries of Health, Solicitor General, Attorney General and Children, Community and Social Services), including preparing regular updates, consulting on key issues. Developing, coordinating, and implementing proposals, business cases, and project charters. Manage workplans, budgets, and achievement of program goals and objectives. Submit regular activity and financial reports to the Director of HSJCC & Justice and the P-HSJCC. Work closely with CMHA branch staff to support justice programming and promote leadership and engagement within the HSJCC Network. Build upon a network of relationships and strengthen partnerships with those working within the human services, health and justice sectors, provincial government, and municipalities. Participate at relevant policy and knowledge exchange events to promote the HSJCC. Strategically position the HSJCC within the Ontario context and consider approaches to advance system change for individuals with complex needs involved in the justice system. Support health equity initiatives for the HSJCC. Note: This job description indicates the general nature and level of work expected. Skill & Experience Graduate degree in public policy, social work, health promotion or a related field. 3-5 years of experience in health and/or the criminal justice sectors is required. Strong knowledge of the intersections between the justice and mental health and addictions systems, specifically issues related to housing, homelessness, income, and employment required. Familiarity with key concepts of mental health promotion, health equity and social determinants of health required. Experience working in multi-sectoral partnerships and liaising with non-governmental organizations and government agencies and knowledge of the public policy environment in Ontario required. Experience managing projects and budgets within established timelines in a team environment required. Familiarity with the Criminal Code of Canada and Youth Criminal Justice Act an asset. Work experience in the community sector is an asset. The salary grid for this role ranges between $84,815.88 at Step 1 and $95,379.87 at Step 5. The initial salary offered for this position is anticipated to fall between Step 1 and Step 2 of the salary grid as posted above as the hiring rate. The successful candidate will be eligible for a comprehensive benefits package that includes pension through HOOPP, life, health, and dental insurance, exclusive paid time-off and opportunities for professional development. Working Conditions This is a temporary special funded contract position working standard office hours (currently 35 hours/week). This position is based in Toronto, Ontario. We are currently operating within a hybrid model, with colleagues working from the office 3 days/week and from home 2 days/week. This position is also a desk job with extended periods of sitting, reading, telephone interaction, and working at the computer. Attendance at various meetings throughout the workday/workweek will be required; meetings may occur on short notice, depending on the circumstances. This position is within the OPSEU Bargaining Unit and has no direct reports. As a condition of employment, the successful candidate will be required to submit proof of full COVID-19 vaccination.
