Position Purpose The Program Manager provides programmatic and operational leadership in the Regenstrief Institute’s collaboration with state partners in support of the Indiana Medical Operations Coordination Center (MOCC). This position manages and coordinates multiple workstreams supporting governance, implementation, performance management, stakeholder engagement, reporting, and continuous improvement. The Program Manager serves as a key point of coordination represents the program in stakeholder and state-level meetings. The role requires strong project and program management skills, healthcare administration experience, excellent communication and facilitation skills, and the ability to move complex work forward across multiple organizations and stakeholders. The Program Manager works closely with Regenstrief Investigators, healthcare leaders, hospitals, EMS agencies, state and public health partners, subcontractors, and other stakeholders to advance statewide initiatives. The position coordinates projects from planning through implementation and ongoing evaluation, monitors progress and deliverables, draft reports, identifies risks and barriers, and supports resolution of issues across participating organizations. This position is a hybrid position with at least (1) day of onsite activity based on business needs, this role may be considered remote based on location. Position Essential Duties and Responsibilities Program & Project Management: Manages projects and program initiatives from planning through implementation and evaluation; maintains workplans, timelines, deliverables, reporting calendars, and other tools; monitors risks, issues, dependencies, and progress to ensure initiatives remain on track. Governance & Stakeholder Coordination: Works with the internal and external stakeholders to coordinate priorities, facilitate meetings, document decisions, and advance program initiatives. Program Development & Reporting: Develops and maintains policies, protocols, workflows, and other program materials; coordinates performance measures, reporting, quality reviews, after-action activities, and improvement plans; prepares agendas, reports, presentations, briefings, and other deliverables for leadership, state partners, and stakeholders. Cross-Functional & Partner Management: Coordinates with healthcare, EMS, data, technology, communications, and operational partners, including subcontractors, to support implementation, monitor deliverables, resolve issues, and achieve program objectives. Stakeholder Engagement & Representation: Builds relationships with hospitals, EMS agencies, state and public health partners, technology organizations, and other stakeholders; represents Regenstrief at state, regional, and stakeholder meetings and communicates program progress, risks, barriers, and decisions. Continuous Improvement & Compliance: Identifies opportunities to improve program processes, coordination, performance, and outcomes and supports compliance with confidentiality, data governance, document retention, reporting, and other organizational requirements. Performs other related duties as assigned or requested. Qualification Requirements To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education Requires a bachelor’s degree, but a Master’s degree is strongly preferred in health administration, healthcare management, public administration, public health, health policy, emergency management, or a closely related field. MHA, MPH, or related graduate degree with a concentration in administration, policy, or health services management strongly preferred. Experience Requires at least five years of related experience in healthcare administration, health system operations, public health program management, healthcare coalition work, emergency preparedness, quality improvement, government-funded healthcare programs, or other multi-stakeholder healthcare initiatives. Requires at least three years experience managing projects or programs involving multiple organizations, stakeholders, or functional areas. Experience with hospital operations, EMS systems, statewide health programs, healthcare capacity coordination, public health reporting, quality improvement, or healthcare performance management preferred. Experience with committee management, subcontractor coordination, grant reporting, or healthcare data and performance reporting preferred. Required Knowledge, Skills, and Abilities Knowledge of healthcare administration, hospital operations, EMS, public health systems, emergency preparedness, healthcare quality improvement, or health policy implementation. Strong project and program management skills, including planning, prioritization, timeline and deliverable management, risk identification, issue resolution, and follow-up. Ability to coordinate complex initiatives across multiple organizations and stakeholders without direct authority. Strong written, verbal, and facilitation skills, including the ability to develop clear reports, policies, presentations, briefings, and stakeholder communications. Ability to work effectively with healthcare executives, physicians, state officials, EMS leaders, technology partners, subcontractors, analysts, and operational staff. Data literacy sufficient to work with analysts and operational leaders on performance measures, dashboards, data definitions, and reporting. Ability to organize complex information, identify dependencies, manage competing priorities, and move projects forward. Proficiency with Microsoft Office and project/task management tools. It requires the ability to work effectively using computers and other standard office technology.
