Job Description: Position Purpose: The Program Manager, Leaves role exists to ensure The Salvation Army has a consistent, compliant, and employee-focused approach to leave management across Canada. The role is responsible for overseeing the Territorial Leave portfolio, including the development of policies, standardized processes, and the delivery of guidance, training, coaching, and client support to ensure leave programs are administered in accordance with legislative requirements and organizational standards. The Program Manager, Leaves role contributes to The Salvation Army by reducing compliance risks, supporting employee well-being, and equipping leaders with the tools and knowledge needed to effectively manage leave-related matters. Through strong governance, service excellence, and continuous improvement, the role helps foster a positive employee experience while supporting organizational effectiveness and mission delivery. Key Accountabilities: Leads the design, development, and implementation of territorial leave programs, policies, and procedures to ensure a consistent and effective approach across the organization. Monitors legislative and industry developments, proactively updating policies and practices to maintain compliance and alignment with The Salvation Army’s values and culture. Provides subject matter expertise and strategic guidance on leave-related matters, supporting business process improvements and system requirements. Establishes meaningful metrics and performance measures to evaluate program effectiveness and drive continuous improvement. Analyzes qualitative and quantitative data to assess outcomes, identify trends, and make recommendations that enhance service delivery and program performance. Partners with divisional leaders and stakeholders to address portfolio-related issues and support consistent application of policies and processes. Develops and delivers communication, change management, and training strategies that increase awareness, understanding, and adoption of leave-related programs and initiatives. Facilitates training sessions, special projects, and executive-level presentations to promote informed decision-making and successful implementation of portfolio objectives. Education and Experience Qualifications: Completion of university degree or equivalent with business, HR and/or analytical focus. Has obtained or is working towards a professional designation (asset). A minimum of seven (7) years’ of prior related experience, including consulting experience. Experienced in both HR generalist functions and leave management, with a strong understanding of employee lifecycle processes and workplace accommodations. Knowledgeable in Canadian leave and disability administration practices, including the interpretation and application of complex regulatory requirements. Analytical in evaluating leave-related data, identifying trends, and leveraging advanced Excel and quantitative analysis skills to support decision-making. Proficient in implementing and optimizing online processes within HRIS platforms, with Workday experience considered an asset. Collaborative in building trusted relationships with leaders and stakeholders, providing consultative guidance, coaching, and practical solutions. Proactive in identifying risks, resolving issues, and driving continuous improvements that enhance compliance, service delivery, and employee experience. Effective in communicating complex information clearly and concisely through strong written, verbal, and presentation skills. Influential in leading change initiatives, fostering alignment, and building trust across diverse groups to achieve organizational objectives. Organized in managing multiple priorities, complex cases, and cross-functional projects while consistently meeting competing deadlines. Compensation: The target hiring range for this position is $105,518.40 to $131,913.60 with a maximum of $158,288.00. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
