INNOVIM is seeking a Program Manager to support NOAA ProTech Weather Agile Program and Project Management Services. This position is contingent upon award of the contract. The Program Manager holds full responsibility and authority for performance of the task order. The position serves as INNOVIM's single accountable point of contact to the Contracting Officer and the Contracting Officer's Representative, directs the program-management organization across all four Moonshot focus areas, and ensures that every deliverable meets the PWS performance standards on schedule. The Program Manager organizes, directs, and coordinates the planning and production of all activities associated with the task order, consistent with PMBOK best practices as reflected by the Project Management Institute. Key Responsibilities Task-order accountability. Own cost, schedule, quality, and personnel performance for the task order, and maintain a fully staffed, qualified team. Government interface. Serve as the authorized point of contact to the CO and COR; recognize that only the CO may change requirements, and route contractual matters accordingly. Executive reporting. Approve and deliver the Monthly Program Status Report and align it with the IDIQ Monthly Task Order Status Report; present exception-oriented leadership briefings. Risk and escalation. Own risk escalation; escalate high-impact risks to the COR and Technical Points of Contact; approve the Administrative Contingency Plan. Quality. Own quality control aligned to ISO 9001:2015 practices; approve high-visibility deliverables before release; direct Contract Discrepancy responses within the required windows. Personnel and continuity. Manage staffing, substitutions, telework, security processing, and cross-training so that continuity is preserved through planned and unplanned changes. Compliance. Ensure OCI, non-disclosure, mandatory training, roster, and travel-authorization requirements are met. Minimum Qualifications Education. Bachelor's degree (BA/BS) or higher in business, management, or a related field. Experience. Ten or more years of programmatic and strategic portfolio or IT program management, organizing and directing all activities of assigned delivery-order projects. Five or more years managing Federal contracts or project teams (the stated education-and-experience equivalency applies). Certification. Project Management Professional (PMP) certification, with demonstrated in-depth PMBOK knowledge. Preferred Qualifications Federal science-program experience. Direct NOAA or NESDIS program, budget, and resource-management experience. Executive reporting tools. Proficiency with Federal financial and reporting systems (for example MARS). Agile literacy. Working familiarity with scaled Agile program management in a research or scientific-software environment.
