Overview: The Program Manager, Puppy Mill Initiative will work in coordination with the Federal and State Government Relations (GR) teams, Legislative Engagement team, Legal Advocacy team, and Media and Communications teams to advocate for federal and state legislation, regulation and educational efforts to end commercial breeding. Who We Are A quarter of a million dogs are housed in commercial facilities that breed puppies for sale to pet stores, online and to the pet trade. The ASPCA’s Puppy Mill Initiative works to end the cruel, commercial breeding of companion animals by strengthening laws, mobilizing the public and using the courts to reform the systems that harm dogs. What You’ll Do Program Manager, Puppy Mill Initiative reports directly to the Senior Program Manager, Puppy Mill Initiative and has no direct reports. Where and When You’ll Work This remote-based position, which requires the ability and willingness to travel up to 10% of time is open to all eligible candidates based within the United States. As the majority of the department is based on the East Coast, the Program Manager must be available to work on an East Coast schedule. What You’ll Get Compensation The target hiring range is based on where the employee works, which for remote roles is the employee’s primary location of residence, and its respective cost of labor. Starting pay for the successful applicant will depend on a variety of factors, including but not limited to education, training, experience, location, business needs, internal equity, market demands or budgeted amount for the role. The target hiring range is for new hire offers only, and compensation may increase beyond the maximum hiring range based on performance over time. The maximum of the hiring range is reserved for candidates with the highest qualifications and relevant experience. The expected hiring salary ranges for this role are set forth below and may be modified in the future. They include, but are not limited to: Research and Content Development Develop materials including fact sheets, letters of support, talking points, action alerts, reports and other content in support of policy efforts Draft educational and timely communications about puppy mills for ASPCA website, social and email. Request and analyze public records, published research and industry reports Support development external and internal presentations and memos Planning, Tracking and Implementation Contribute to planning, implementation, coordination and evaluation of team’s projects and outcomes Monitor state and federal legislation, regulations, agency actions, and key legal cases; identify relevant developments and share timely updates with internal stakeholders. Maintain information tracking systems and databases to support internal planning, organization, and coordination. Maintain and update progress against department goals Administrative Respond to external and internal inquiries Perform administrative tasks as needed or other functions as might be required for Puppy Mill Initiative Qualifications Strong research skills Strong communication skills – able to effectively communicate complex information simply, in writing and speaking, to diverse internal and external audiences Analytical and creative thinking abilities Ability to work collaboratively across departments Strong ability to multitask and efficiently support multiple projects/campaigns at once Proficiency in Microsoft Word, Outlook, Excel and PowerPoint Proficiency with Airtable and Canva preferred. Ability to exemplify ASPCA’s core values and behavioral competencies Education and Work Experience Bachelor’s Degree or equivalent relevant working experience, required 3 years working (including academic study) in public policy, advocacy, education, research and content development, and awareness campaigns or other related fields required Experience in animal welfare a plus Experience maintaining tracking systems, monitoring legislation or legal/policy developments, and supporting multi-stakeholder projects preferred.
