Program Manager, RSSEP Hybrid • Resource Center- Alexandria, VA - Alexandria, VA 22312 Apply Overview Salary Range $66,900.00 - $70,000.00 Salary Level Management Position Type Full Time Job Shift Day Education Level Bachelor's Degree Required Travel Percentage 10 - 20% Category Nonprofit - Social Services Apply Description The Program Manager for LSSNCA's Refugee Social Services Employment Program (RSSEP) in Virginia RSSEP is responsible for program and partner development and client outreach to support the success of grant services. The PM provides oversight, compliance, and quality assurance of the program and supervises, supports, and assists RSSEP Case Managers who provide employment-focused case management to refugees and other refugee-eligible populations. The PM must ensure clients receive coordinated, holistic services that remove barriers to employment — spanning workforce development, health, housing, and social services. The Program Manager is accountable for contract compliance with the Virginia Department of Social Services, Office of New Americans (ONA-RS), staff supervision, funder reporting, and program integration across LSSNCA service lines. Due to the small size of the program, the PM may need to carry a limited caseload of clients. Essential Functions Program Leadership & RSSEP Administration • Provide overall leadership, planning, and operational management of LSSNCA's RSSEP contract with the Virginia Department of Social Services, Office of New Americans (ONA-RS), ensuring service delivery meets all federal and state requirements. • Plan strategies and identify needed partnerships to expand the employability services and other services of outreach, information and referral, social adjustment, day care, transportation, interpretation, ESL and additional services as outlined in the Office of Refugee Resettlement’s 45 CFR 400.150-400.155 guidelines (eCFR :: 45 CFR Part 400 Subpart I -- Refugee Social Services) • Together with the RIS Director, serve as a primary liaison with ONA-RS, and the State Refugee Coordinator and State Refugee Health Coordinator, and with key program partners. Serve as the primary contact with Local Departments of Social Services (LDSS) on RSSEP program operations, RCA/TANF work-requirement coordination, and case compliance matters. • Oversee service delivery across assigned direct-service and remote-service localities, ensuring remote-placement clients (50+ miles from a service site) receive required employment services and documentation. • Ensure RSSEP service delivery follows required priority of service: recent arrivals/status grantees, cash assistance recipients, unemployed clients, then employed clients needing retention support. • Develop, monitor, and manage the RSSEP program budget, grant proposals, and funder report submissions. Supervision & Staff Development • Train, supervise, evaluate, and recruit RSSEP Case Managers, program interns, and volunteers. • Provide coaching, performance feedback, and professional development to ensure case managers meet RSSEP CRP/IEP, documentation, and participation-requirement standards. • Conduct regular team meetings and case file reviews to ensure consistency, quality, and compliance with program models. • Review and approve good-cause determinations and RSSEP case closures, ensuring required notifications to LDSS are made within 24 hours of closure. • Support staff in coordinating with LDSS VIEW and TANF/RCA caseworkers, including required exchange of CRP/IEP documentation and monthly participation verification. Compliance, Quality Assurance & Reporting • Ensure full compliance with RSSEP eligibility, registration, participation, good-cause, sanction, and case closure/reopening requirements as defined in the Virginia Refugee Resettlement Program Manual. • Monitor and audit data entry in required database to ensure intake records are created within 5 business days and service updates entered within 5 business days of the action. • Oversee timely submission of required RSSEP forms and reports, including the Comprehensive Resettlement Plan, IEP, Mutual Responsibility Agreement, and RSSEP Communication Participation Form. • Prepare for and support ONA-RS monitoring visits, audits, and corrective action plans as needed. • Maintain program integrity and fidelity to RSSEP service models, including suitable-employment standards and equal service delivery to all clients regardless of gender. • Track and report program outcomes and KPIs to agency leadership and funders. Partnerships & Community Engagement • Engage consistently in partnership development and outreach to create and maintain relationships with employers, departments of public works, health center employers, workforce development boards, one-stop career centers, community colleges, and other workforce partners to expand client employment and training opportunities according to 45 CFR 400.150-400.155 guidelines. • Represent LSSNCA at ONA-RS meetings, interagency collaborations, job fairs, and community events related to refugee employment services. • Support strategic planning and program development initiatives that strengthen integration between employment services and other LSSNCA programs (Health, Housing/ECMP, Youth, Family Support). • Other duties as assigned. Qualifications Education • Bachelor's degree (four-year college or technical school) required in Social Work, Public Administration, Human Services, Workforce Development, or a related field; Master's degree preferred. Experiences Preferred • At least 3 years of experience in refugee resettlement, employment/workforce development services, or related social service program management. • Minimum 1–2 years of supervisory experience, preferably in a refugee resettlement or workforce development setting. • Demonstrated experience managing grant-funded programs, budgets, and funder reporting requirements. Other Requirements • Valid driver's license, clean driving record, and reliable personal transportation. • Background check as required by funder/contract. Preferred Skills • Strong working knowledge of RSSEP, RCA, and TANF program rules, including work-requirement coordination with LDSS and the VIEW program. • Knowledge of CRP/IEP development, VA documentation standards, and ONA-RS contract compliance requirements. • Experience with case management software (e.g., Apricot, VNIS or similar, HMIS, or other). • Proven ability to build and sustain employer and workforce partnerships. • Excellent leadership, coaching, organizational, and communication skills. • Commitment to equity, cultural responsiveness, and trauma-informed care. • Fluency in a relevant language (e.g., Dari, Pashto, French, Spanish, Arabic, Swahili, Haitian Creole) preferred. • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
