Job Description Basic Purpose Leads complex regulatory functions involving accounting, auditing, financial analysis, economic analysis, and regulatory policy associated with the regulation of Commission-jurisdictional utilities. Develops recommendations regarding regulatory policy, ratemaking, accounting treatment, economic and financial analysis, and Commission procedures while ensuring technically sound, well-supported, and consistent recommendations to the Commission, agency leadership, stakeholders, and the Legislature. The position reports to Division executive leadership and serves as a senior technical and program manager responsible for leading assigned regulatory functions, providing policy recommendations, overseeing highly technical work products, assisting in establishing Division priorities, supporting strategic initiatives, and advancing the Commission’s mission of ensuring safe, reliable utility service at fair, just, and reasonable rates. Typical Functions Plans, directs, and coordinates regulatory accounting, auditing, financial analysis, economic analysis, and regulatory activities involving Commission-jurisdictional utilities, which include electric, natural gas, electric cooperatives, water, telecommunications and the Oklahoma Universal Service Fund (OUSF). Develops recommendations concerning complex regulatory matters including, but not limited to, accounting, auditing, finance, economics, engineering, ratemaking, utility operations, infrastructure planning, resource planning, reliability, regulatory policy, and other proceedings involving Commission-jurisdictional utilities. Provides leadership, guidance, and technical direction to assigned staff by establishing priorities, assigning work, evaluating performance, reviewing work product, supporting professional development, and fostering a collaborative work environment. Plans and directs the development and implementation of regulatory policies, procedures, strategic initiatives, and operational priorities consistent with Division objectives. Directs or participates in case processing activities involving applications, rate proceedings, investigations, audits, financing matters, certificates, compliance reviews, and other regulatory proceedings involving Commission-jurisdictional utilities. Monitors emerging regulatory, financial, accounting, technological, operational, economic, legislative, and industry developments affecting Commission-jurisdictional utilities and recommends appropriate policy responses. Reviews testimony, exhibits, work papers, audit reports, financial analyses, economic analyses, and staff recommendations for technical accuracy, analytical completeness, and consistency with Commission policy. Presents testimony before the Commission as required. Provides technical and policy advice to Division leadership and the Commission regarding matters affecting Commission-jurisdictional utilities. Level Descriptor Employees at this level are assigned overall responsibility for planning, organizing, directing, and coordinating one or more major statewide regulatory program areas having significant impact on Division operations. Positions exercise substantial independent judgment in policy development, technical analysis, program administration, and supervision of professional staff. Employees develop and implement strategic initiatives, establish operational priorities, evaluate program effectiveness, recommend regulatory policy, and provide technical guidance to Division leadership. Work requires extensive knowledge of utility regulation and the ability to manage complex regulatory matters involving financial, accounting, economic, operational, engineering, and policy issues. Education and Experience Requires highly specialized knowledge and experience in the regulation of Commission-jurisdictional utilities, including utility accounting, utility finance, auditing, economics, engineering, and other related regulatory disciplines. Demonstrates strong analytical, organizational, written, and verbal communication skills, with the ability to lead complex regulatory projects, mentor professional staff, develop policy recommendations, manage multiple priorities, and support the Division’s strategic objectives through sound independent judgment, effective collaboration, and strong leadership. Requires a bachelor’s degree in Accounting, Finance, Economics, Business Administration, Engineering, Public Administration, Mathematics, Statistics, Data Analytics, or another closely related field and seven (7) years of professional experience in the regulation of Commission-jurisdictional utilities; or A master's degree in Accounting, Finance, Economics, Business Administration, Engineering, Public Administration, Mathematics, Statistics, Data Analytics, or another closely related field and five (5) years of progressively responsible professional experience in the regulation of Commission-jurisdictional utilities involving accounting, auditing, finance, economics, engineering, ratemaking, regulatory policy, utility operations, or related regulatory work. Knowledge, Skills, and Abilities Knowledge of federal and state laws and regulations relating to the administration of the principles, methods and practices of the program(s) being administered; of the organization, development and administration of the programs for which responsibility is assigned; and of supervisory principles and practices. Ability is required to plan, coordinate and evaluate the activities of multiple work units and divisions engaged in a broad range of functions; to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; to interpret, analyze and resolve highly complex administrative and personnel problems; and to direct the functions and activities of a program or division which is large in size and scope that provides state-wide services. Additional Job Description The work location will be in the Oklahoma City office of the Corporation Commission. Core work hours for the Oklahoma Corporation Commission are Monday through Friday, 8am - 4:30pm. This position is not remote work eligible.
