Systems Planning Corporation (SPC), a subsidiary company of GAI Consultants, Inc. is seeking qualified, motivated, and skilled Lead Construction Inspector / Coordinators (Project Construction Technician 1) to provide quality assurance oversight and work performance on landfill construction projects throughout the Mid-Atlantic and Southeastern states. This is a contract position Experience with construction quality control (CQC) or construction quality assurance (CQA) for the installation of geosynthetic liner systems at landfills is required. Individual will be responsible for observing construction activities, completing field testing of soils/earthwork, inspecting geosynthetic liner installation and completing daily reports to monitor and document Construction Activities. Individual will act as the lead CQC/CQA representative on project sites and will be responsible for interacting with the project Owner, project Contractor, third party testing laboratories, and GAI engineers to verify construction is being completed in accordance with the project plans and specifications. Individual will be responsible for managing and training other GAI construction technicians utilized for the project. Essential Duties Include: Perform routine inspections, checks, tests, and sampling procedures for power generation construction inspection. Applicants must be willing to travel to the regions serviced, with infrequent project support at sites further away. Lodging (hotel) will be provided. This position is primarily field-oriented and location will vary by project support requirements. Inspection areas include geosynthetic liner systems for environmental containment (landfills and above ground storage tanks), concrete testing and soils testing. Follow quality control requirements and well-defined criteria using inspection tools and devices. Perform audits to ensure standards of quality are maintained. Accurately document the results of the inspections, testing, and quality control checks. Coordinate calibration of test equipment, tools, and devices. Assist in the writing and updating of inspection procedures, protocols, and checklists. Interpret prints, drawings, and schematics. Assist in writing certification reports to document construction activities at the conclusion of the project Interpret project specifications and be familiar with schedule and frequency of required samples and tests. OSHA 10-hour Training is desired, but not required. Certification may be scheduled at time of hiring. Minimum of 5 years experience in landfill construction CQC/CQA projects including geomembrane installation, structural fill placement, protective cover placement above geomembranes, installation of drainage structures, and installation of sediment ponds. Certified in geosynthetic placement from a program such as the Geosynthetic Institute (GSI) – Inspector Certification Program or equivalent, certification is desired but not required. Certification may be scheduled at time of hiring. American Concrete Institute (ACI) Concrete Testing Technician – Grade 1 certification is desired but not required. Certification may be scheduled at time of hiring. General Characteristics Begins assisting Task Managers and Project Manager as needed on technical aspects of the project; well-rounded in aspects of consulting and the industry. Minimum Years of Experience 10+ Years of Experience Education H.S. Graduate Certification/Licensure Driver’s License Technical Responsibilities Responsibilities involve performing and overseeing field monitoring on various multisite/phase construction projects of moderate to large scale, scope, and/or complexity, including placement of concrete, earthwork, roadway paving, buildings, structures, foundations, and building materials. Generates and substantiates reports and documentation regarding construction, materials, integration, equipment, and operations Physical Requirements of the Job: Travel requirements: 100% Travel details: In state and out of state as required Lifting/maneuvering requirements: Up to 49 lbs. Exposure to outdoor elements: occurs frequently during field assignments and may vary by project site, weather conditions, and daily work activities. Walking long distances outdoors on uneven terrain: occurs regularly during site visits, inspections, or field activities, depending on assigned location and project needs. Operating mid-size or full-size trucks offroad in various weather conditions: occurs as needed for travel between or within field sites and may vary based on route, terrain, and assignment. Climbing, walking, bending, and navigating construction landscapes: occurs intermittently during field work and varies based on site conditions, inspection requirements, and daily assignments. Office environment: 10% Project and Task Management Can Manage Tasks Management Responsibility Receives administrative supervision with assignments given in terms of broad general objectives and limits. Provides continued mentored experience to senior staff. Integrates professional attitudes relevant to the practice and fosters creativity, curiosity, flexibility, and dependability in staff. Communication Skills Applies principles of formal strategic and persuasive communications. Represents their area of specialty within the practice and liaises with related individuals and practices. Routinely interacts with practice leaders, clients, officials, contractors, and others.
