Location: Hybrid (APG - Aberdeen, MD and Remote) Travel %: Up to 25% / Compensation: 110-175k (DOE) Summary T2S Solutions is seeking to hire a Project Lead - Acquisition Systems Engineering to provide integrated acquisition, systems engineering, program management, and lifecycle-management provide support for Department of War (DoW) and Army technology programs. This role will supports government-led efforts to plan, develop, acquire, field, sustain, modernize, and retire systems and capabilities. The successful candidate will apply technical, analytical, and acquisition-management expertise to support requirements development, acquisition planning, market research, technical evaluations, cost and feasibility analyses, logistics planning, standardization, industrial-base assessments, and strategic technology planning. This position requires the ability to coordinate across technical, programmatic, contracting, logistics, and stakeholder communities while producing clear, decision-ready analyses and documentation. Responsibilities Acquisition and Lifecycle Management Support Support acquisition and lifecycle management activities from capability requirements development through sustainment and modernization. Assist with acquisition strategy and requirements planning, including development of acquisition strategy requirements and supporting packages. Develop and maintain Acquisition Requirements Packages (ARPs), Acquisition Plans (APs), market surveys, Independent Government Estimates (IGEs), Justification and Approval (J&A) documentation, and other acquisition-support artifacts. Support pre-award and post-award surveys, proposal evaluations, negotiations support, and Source Selection Evaluation Plan (SSEP) development and execution support. Conduct cost, cost-performance trade-off, affordability, and feasibility analyses to inform program and acquisition decisions. Support regulatory-compliance reviews and assist in aligning acquisition documentation with applicable DoW, Army, and organizational policies and procedures. Support operation and maintenance (O&M) planning and lifecycle sustainment activities. Assist government personnel with technical acquisition-management training and project-leadership training activities, as assigned. Systems Engineering and Technical Analysis Analyze technology concepts, conceptual designs, technical approaches, and system architectures for feasibility, performance, integration, lifecycle implications, and mission suitability. Support technical data reviews and engineering assessments throughout the system lifecycle. Assess technology-transfer opportunities, technology insertions, modernization approaches, and associated implementation risks. Conduct long-term reliability and maintainability (R&M) analyses and support development of sustainment-focused recommendations. Perform ergonomic and human-performance analyses to support user-centered system design and operational effectiveness. Support requirements determination, traceability, prioritization, and technical validation activities. Identify technical risks, dependencies, constraints, and mitigation options for program leadership review. Program and Project Leadership Provide project-management support for complex technical and acquisition efforts, including schedule development, milestone tracking, risk management, stakeholder coordination, and status reporting. Develop executive-ready briefings, decision papers, reports, schedules, action trackers, and meeting materials. Support analysis of program mission, objectives, performance measures, resource needs, and execution progress. Conduct organizational performance assessments, special studies, and targeted analyses to identify improvement opportunities. Facilitate coordination among government program offices, contracting personnel, technical teams, logistics personnel, suppliers, and external stakeholders. Support development and execution of strategic plans for technology programs and activities. Logistics, Industrial Base, and Supply Network Support Support logistics planning, sustainment assessments, supply network solutions, and supplier-partnership initiatives. Assist with DoW and Army Industrial Base Management analyses, including supplier capability, supply-chain risk, production capacity, and resilience considerations. Support DoW and Army Standardization Program Management activities, including review of standards, interoperability considerations, and standardization opportunities. Assist with Item Unique Identification (IUID) planning, implementation support, data-quality considerations, and lifecycle accountability activities. Required Qualifications Active Top Secret Clearance Bachelor’s degree in engineering, systems engineering, business, program management, logistics, acquisition management, or a related discipline. Relevant additional experience may be considered in lieu of a degree where permitted by contract requirements. 5-10+ years of progressively responsible experience supporting technical projects, systems engineering, acquisition, lifecycle management, logistics, or program management. Demonstrated experience supporting federal or DoW/Army acquisition processes, documentation, and program-management activities. Working knowledge of acquisition planning, requirements development, market research, cost estimating, source-selection support, and contract pre-award/post-award processes. Ability to analyze technical, programmatic, cost, schedule, logistics, and performance information and present findings clearly to technical and nontechnical stakeholders. Experience developing professional written products, including acquisition documents, technical analyses, briefings, reports, plans, and decision-support materials. Strong organizational, communication, and stakeholder-management skills. Proficiency with common productivity and collaboration tools, including Microsoft Office applications. Ability to work independently while effectively coordinating with multidisciplinary teams. Preferred Qualifications Master’s degree in systems engineering, engineering management, acquisition management, business administration, logistics, or a related field. Defense Acquisition Workforce Improvement Act (DAWIA), Defense Acquisition Credential Program, Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP), or comparable professional certification. Experience supporting Army or DoW program executive offices, program management offices, research and development organizations, lifecycle management commands, or major defense acquisition programs. Experience with technology transition, technology insertion, modernization, prototyping, or product-support planning. Knowledge of DoW and Army standardization, industrial-base, supply-chain, reliability, maintainability, and IUID programs. Experience supporting technical data reviews, engineering change processes, logistics product-data activities, or human-systems integration. Experience conducting organizational assessments, strategic planning, special studies, or mission-analysis efforts.
