Please log in to verify your internal candidate status. Location - This role is hybrid with a mix of remote and in-person. Work may take place at North Campus, South Campus, Enterprise Square, and Campus Saint-Jean, Edmonton. Work may also take place at Augustana Camrose and Calgary. Work location may vary based on assigned project(s). Reporting to the Senior Manager, Project Management Office (PMO), the Project Manager has the overall responsibility for the successful planning, execution, monitoring, control and close out of the project. Specifically this includes all planning, design, construction and turn over processes of specific capital and renovation projects assigned to them on behalf of the University of Alberta. This oversight advances through all work phases including the conceptual developmental stage through to final completion, ensuring efficiencies as well as compliance with defined project goals and objectives are achieved. This responsibility encompasses the coordination of project design, planning and implementation, procurement of contract services, cost estimating, budgeting, cost control, change management, scheduling, risk management and mitigation, safety and regulatory compliance and effective communications with clients, external contractors and key stakeholders within and external to the University. Strategic Planning, Implementation and Process Management (40%) Collaboratively develops a specific and unique project charter including the development of a scope of work with the project sponsor, accommodation planners, University Architect, Design Technical Services, Operations and Maintenance and various APO clients/departments (stakeholders/project partners). Prepares a Project Implementation Plan Manual (PMI) defining an affordable scope of work, budget, schedule, and a proposed methodology for carrying out the project. The PIM shall include processes and considerations related to change management, insurance, audit provisioning, contingencies management, risk management and project governance requirements. The PM revises the plan throughout the project life cycle to meet changing needs and priorities. Reviews designs and vendor drawings to ensure consistency with project objectives as well as University and construction industry standards and guidelines. Conducts risk evaluation charettes; recording and ranking all associated project risks including mitigation strategies and assigning ownership responsibilities. Responsible for thoroughly understanding and communicating stakeholder requirements to appropriate team members, and managing all requirements accordingly to realize each for the stakeholder. Variability of understanding related to a wide perspectives of institutional functionality and occupancies including wet lab to parking structures. Manages and assists in the development of the Master Budget. Facilitates cost estimates of all capital project hard and soft cost elements. Determines quality and quantity of materials, supplies and manpower required. Assists in editing specifications and scoping documentation for materials and workmanship to be utilized by contractors or in-house tradesmen in all phases of the project. Establish procurement strategies related to design and construction deliverables. Coordinates with Supply Management Services in the development and implementation of Requests for Proposals and Requests for Bids processes and resulting contract documents, including final vendor and contractor award recommendations. Project Control (40%) Visits the site and reviews available as built information to identify infrastructure considerations, building services affected, and environmental and people issues involved, including those of surrounding areas, in carrying out the scope of work. Identifies and mitigates any disruptions to groups operating in the adjacent areas with Facilities Liaison officer, researchers and Registrar's office. Establishes and monitors deliverable schedules for the different service providers involved in the project to minimize conflicts and/or delays. Conducts needs vs. want assessments through project life cycle and aligns to project budget. Identifies, tracks, and implements strategies to manage risks, maintaining accurate risk tracking document and escalating issues when necessary to minimize impact on scope, budget, timeline and quality. This includes identifying project risks for the Owner Controlled Insurance Program (OCIP). Reviews, verifies, and manages the budget at all implementation stages, working with the stakeholders to reconcile scope approvals and changes to budgets. Works with Project Controls on financial management, financial reporting, internal financial controls, including monthly reconciliations with UA accounting systems. Manages and participates in progress and quality reviews, including warranty and deficiency reconciliation. Convenes regular project meetings with the construction supervisory team to review project goals and requirements, site conditions, environmental health and safety requirements, and other related project matters. Ensures project team's compliance with relevant government and University policies and building codes, maintaining safety standards in all aspects of the project. Oversees quality and standard of work performed by service providers and ensures acceptable deliverables are achieved. Administration & Reporting (10%) Maintains records of design, construction and inspection activities and approves payment for service providers. Ensures tracking and comprehensive reporting on budget, schedule, risk, quality, client interaction, and other project success metrics, with project information to be consolidated in the PMO Quarterly Status Report that is presented to the Government of Alberta and UA Board committees. Issues work orders and purchase requisitions, prepares or approves Contemplated Change Notices and Change Orders, and recommends for approval all progress claims. Completes post construction evaluations of consultants and contractors. Maintains "lessons learned" information for the project. Facilitate Audit requirements as required. Provide oversight and direction for the project delivery team personnel including (project administration assistants, project coordinators and project controls). Monitor and report on contract compliance. Assist in the preparation and development of required partnership agreements. Project Communication (10%) Effectively communicates progress and issues to stakeholders and manages client interface and codependent relationships. Liaises with Project Sponsor, Stakeholder(s), Engineering and Infrastructure, Supply Management Services, contractors, EH&S, Security and Code Authorities to facilitate any changes, modifications, or resolutions of project problems. Assists contractors in evaluating priorities for changes during construction/renovation. Leads in all project management meetings and dialogues that aid in the unit's overall performance and in debriefing. Professional engineer designation or established equivalent. Formal training in a journeyman construction trade or construction technology diploma, plus project management training and relevant experience. This position requires possession of financial analysis and reporting skills, a high degree of related problem solving skills, negotiations and superior written and oral skills is required. Five years' experience in related design and constructions activities, including managing project deliverables. Position requires knowledge of mechanical, electrical, architectural and structural building systems as well as knowledge of the legislation and application of building and related codes, including U of A policies and procedures. Working knowledge of contract law and construction processes is also required as are good computer skill.
