Position Summary The Project Monitor operates the performance, data, and compliance monitoring system for project. This individual translates the QASP and PWS into measurable definitions, reliable data-collection processes, dashboards, quarterly reports, and corrective-action workflows. The Project Monitor provides an objective view of whether TTA, pilots, products, and deliverables are timely, high quality, useful, and likely to produce sustainable results. Core Responsibilities Develop and maintain the performance-measure dictionary, data-collection plan, reporting calendar, source documentation, quality checks, and dashboard required by the QASP. Track the number, type, frequency, duration, level of effort, recipients, outputs, and status of TTA and program-support activities by quarter. Measure recipient roles, knowledge gain, use of rapid-cycle evaluation and learning, satisfaction, implementation progress, product use, and sustainability indicators. Monitor the PWS requirement that at least 85 percent satisfaction be achieved for sponsored training and technical assistance activities and flag emerging performance gaps. Compile quarterly performance and outcomes reports and provide validated monitoring inputs for monthly status reports, the annual report, briefings, and pilot learning products. Track deliverable schedules, review cycles, Government comments, acceptance status, quality findings, risks, corrective actions, and evidence of closure. Support pilot-site data planning, baseline and monitoring data, data dictionaries, data-use controls, privacy protections, missing-data rules, and cross-site synthesis. Conduct data-quality checks, reconcile source records, document limitations, and prevent unsupported causal claims or overstatement of results. Coordinate with the Project Leader and SME and Content Manager on logic models, measures, analytic questions, promising-practice evidence, and product performance. Required Qualifications At least five years of experience in program monitoring, performance measurement, evaluation, data analysis, quality assurance, or federal contract compliance. Demonstrated ability to define measures, design data-collection tools, validate data, develop dashboards, and produce clear performance reports. Experience with qualitative and quantitative data, surveys or feedback instruments, data dictionaries, documentation, and data-quality controls. Working knowledge of privacy, confidentiality, secure data handling, Section 508, and responsible reporting of limitations. Strong analytical writing and ability to explain performance findings to project leaders, technical staff, pilot sites, and nontechnical client audiences. Preferred Qualifications Graduate training in program evaluation, public policy, statistics, economics, sociology, public administration, or a related field . Experience with TANF, HMRF, means-tested programs, rapid-cycle learning, multi-site pilots, or human-services administrative data. Proficiency with Power BI, Tableau, Excel, R, Stata, SPSS, SAS, Qualtrics, or comparable analytics and survey tools. Education and Experience Bachelor's degree in evaluation, statistics, economics, public policy, social science, public administration, or a related field required; master's degree preferred. Five or more years of directly relevant experience is preferred.
