Project Monitor II, Home Energy Rebates

Apply Description Position Location: 1000 Independence Ave SW, Washington D.C. 20585 Salary: $90,000 - $120,000 Work Environment: Remote Travel Required: 10% Position Summary: The Project Monitor II will support the Department of Energy (DOE), Office of State and Community Energy Programs (SCEP), Home Energy Rebates program. The Home Energy Rebates program delivers formula funding to states and communities to lower household energy costs through whole-home efficiency retrofits and electrification of appliances and equipment. The Project Monitor II will support the HOMES or HEEHR federal teams by providing technical expertise and execution for the full grant lifecycle and other programmatic support. Specific requirements and responsibilities include: -Provide project monitoring support across the full grant lifecycle, including application and plan review and post-award monitoring. - Provide both desktop and on-site monitoring support. - Perform technical evaluations of recipient submissions, identifying corrective actions and recommending refined project requirements. - Track milestones, budgets, and technical targets against approved recipient plans; notify Project Officers of discrepancies. - Review recipient performance and financial reports for compliance with applicable statutes, program guidance, and award terms. - Support award closeout, including quality assurance review of closeout documentation in accordance with program procedures. - Maintain official file documentation in DOE systems. Requirements Minimum Required Qualifications: - Bachelor of Science or Bachelor of Arts in engineering, business administration, environmental sciences, or a related discipline. Four (4) years of relevant education/experience may substitute for the Bachelors degree. - Minimum of six (6) years of relevant experience. A Master's degree may substitute for two (2) years. - Demonstrated experience supporting the Federal Government. - Demonstrated experience with financial assistance documentation and financial tracking systems. - Working knowledge of federal financial assistance statutes and regulations. Preferred Qualifications: - Masters degree in engineering, business administration, environmental sciences, or a related discipline. - Experience supporting the Home Energy Rebates program (HOMES and/or HEEHR). - Experience supporting SCEP or the Department of Energy. - Familiarity with DOE systems.
