We are currently looking for a Quality Manager in Latvia to help us in our Rail Baltica ENE Electrification project. Rail Baltica is a joint project of three EU Member States - Estonia, Latvia and Lithuania - and concerns the development of a fast conventional double-track 1435 mm gauge electrified and ERTMS equipped railway line with overall length of 870 km on the route from Tallinn through Parnu (EE), Riga (LV), Panevezys (LT), Kaunas (LT) to the Lithuania/Poland state border (including a Kaunas - Vilnius spur) with a design speed of 249 km/h.

Responsibilities:

• The Quality Manager is responsible for project-wide quality assurance and control processes;
• The Quality Manager is authorised to represent the Project Manager on all quality matters and to delegate as necessary to ensure the project QMS is effectively and efficiently implemented;
• Prepare and submit this ENE Contractor Quality Management Plan (QMP) for approval;
• Prepare, submit review the procedures for System Review, System Audit, Corrective and Preventive Plan, control of nonconforming action, continual improvement;
• Schedule and conduct Project Quality Audits (PQAs) including where applicable the ENE Contractor and the subcontractor of ENE Contractor;
• Oversee the corrective and preventive action processes; establish an effective action tracking system for non-conformance reports, corrective action;
• Requests review, comment and acceptance of the design ENE CONTRACTOR QMPs and the subcontractor of ENE Contractor QMPs;
• Ensure to review, comment and agree with Method Statements, Inspection and Test Plans, Test Reports and material submittals provided by the subcontractor and supplier of ENE Contractor;
• Prepare, review, when appropriate, the monthly report summarizing project quality activities over the past month for all the obligation ENE Contractor has including its own supplier, design ENE CONTRACTOR and subcontractors.

Qualifications:

• 8-10 yrs. with proven and verified experience as Quality Manager in railway project for OCS, TPS, ECCS.
• High level of office knowledge in MS Word, Excel, PowerPoint.
• Latvian (native or fluent) of advantage, English (fluent) required
  
  

Working Schedule:

Starting from October 2026; 2-3 days/week (50%); duration: 2 years, extension possible

Place of work:

Latvia, Riga and remote
