Job Description Recreation Programmer Competition Number: 26/149 Posting Scope: Internal (Open to current City of Victoria employees only) Posted Date: July 21, 2026 Closing Date: July 28, 2026, 4:30 PM PST Department: Parks & Recreation Work schedule: Monday to Friday ( 35 hour work week) – Temporary – up to 9 months Salary: $44.25 per hour, Pay Grade 11 Plus 15% in lieu of benefits Job Code: 4255 Employee Group: This is a CUPE Local 50 position Number of Vacancies: 1 Auxiliary status employees will be paid an additional 15% in lieu of vacation, holiday, sick leave beyond the statutory requirement, and other benefits, per the CUPE Local 50 Collective Agreement. WORK FROM HOME The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction. POSITION FUNCTION Coordinate and participate in the direct programming of one or more specific program areas and special events within the Recreation and Community Development Division. KEY DUTIES Plan, coordinate, implement and evaluate recreation programs and special events such as. sports, outdoor recreation, social recreation, fitness, ice and arts programming. Draft program information for seasonal brochure distribution and make recommendations on other marketing initiatives. Provide input to the development of program policies and procedures. Coordinate the use of facilities and work with facility maintenance to ensure equipment safety. Maintain and operate within program budget as detailed and make routine program purchases; prepare draft budget estimates for specific programs and/or facility areas; provide input into capital budget requests for programs and services; provide input to purchasing process where applicable. Prepare grant submissions for program enhancements or pilot projects. Co-ordinate, review and evaluate the work of various program staff (up to 3 FTE) and facilities; ensure procedures and established performance and safety standards are met; provide input to employee performance appraisals; assist with and/or develop and deliver in-house training sessions; complete time sheets. Liaise with various community groups and associations to promote recreation program and services; participate in various related internal and external committees. Select and coordinate the work of program contract instructors; review of work carried out by program contractor instructors as required to ensure compliance with contract specifications and safety standards. Respond to enquiries and complaints from staff and the public/user groups regarding programming and scheduling. Provide facilitation between user groups as needed. Perform related duties where qualified. INDEPENDENCE Work is assigned by supervisor and reviewed while in progress. Problems such as changes to budget and programs are taken to supervisor with recommendations. WORKING CONDITIONS Physical Effort: Normal. Mental Effort: Meet multiple deadlines. (occasional) Short periods of intense concentration while working on computer (often). Visual/Auditory Effort: Normal. Work Environment: Recreation facility/community program sites. Work irregular hours. KEY SKILLS AND ABILITIES Organize and prioritize work. Understand and apply the techniques of municipal recreation program design and delivery. Working level operation of current City word processing, spreadsheet and related specialty software. Direct the work of assistants. Establish and maintain effective working relationships. Represent the City to the public and outside agencies. Work safely. QUALIFICATIONS Formal Education, Training and Occupational Certification: College Diploma in Recreation Leisure studies or related field. (2 years) Standard First Aid (20 hours) CPR Level C (8 hours) Required to obtain vulnerable sector criminal record clearance. Experience: 2 years of related experience. or an equivalent combination of education and experience. OTHER: May be requested to substitute in a more senior position.
