It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. Description of Work The Regional Immunization Nurse Consultant provides advanced clinical support to the Immunization Branch by resolving complex immunization issues that require specialized nursing judgment. The position assists the Provider Clinical Services Unit Manager in planning, organizing, and managing clinical activities in alignment with North Carolina Board of Nursing rules and the state’s cooperative agreement with CDC. Working independently, the consultant delivers high‑level clinical guidance to Immunization Branch staff, the Epi Section, and external health care providers. This role functions as a clinician, educator, role model, and supervisor for field nursing staff within the Provider Clinical Services Unit. The position also conducts Vaccines for Children (VFC) site visits and evaluates program needs, nursing policies, and health‑related activities in both public and private health care settings. Key Duties Include: – Conduct VFC site visits to medical provider offices to assess adherence to immunization program requirements and identify clinical needs. – Evaluate nursing policies, program activities, and service delivery practices within local health departments and private provider settings. – Provide advanced clinical consultation on complex immunization issues to Immunization Branch staff, the Epi Section, and external health care entities. – Assist the Provider Clinical Services Unit Manager with planning, organizing, and managing clinical activities according to program guidelines and regulatory requirements. – Supervise field nursing staff by offering clinical oversight, operational guidance, and performance support. – Develop and implement interventions that address identified immunization needs and improve program effectiveness. – Serve as a consultant and educator for hospitals, private practices, local health departments, and state agencies on sensitive immunization topics. – Independently resolve minor clinical issues and escalate complex matters to appropriate branch leadership. – Support immunization program operations by contributing specialized nursing expertise to clinical policy development and program decision‑making. Knowledge Skills and Abilities/Management Preferences Salary Grade Range: $66,696.00 - $110,049.00 Recruitment Range: $66,696.00 - 87,430.00 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred: Expert proficiency establishing and maintaining effective communication with physicians, healthcare personnel, patients, families, and partner agencies, demonstrated through sustained collaboration within immunization program operations. Advanced skill providing coaching and mentoring to clinical staff, supported by experience delivering structured guidance that strengthens understanding of Immunization Branch protocols and program requirements. Expert‑level application of nursing theory, public health principles, and North Carolina Board of Nursing rules, demonstrated through leading teams, delegating tasks, and developing training for new staff within clinical program environments. Demonstrated experience delivering consultation and advisory support to state and local agencies on vaccine‑preventable diseases, including planning and supporting staff in professional development activities. Strong capability providing organized and timely customer service to multidisciplinary staff and healthcare providers, demonstrated through coordinated responses, structured communication, and methodical follow‑through in clinical program settings.
