Introduction The Green Climate Fund is the world’s largest dedicated multilateral climate fund and invests in impactful, innovative, catalytic programs and projects in developing countries across the globe. The GCF has a portfolio of 359 projects across 135 countries, with a total commitment of USD 20 billion to date. In 2023, an additional USD 12.8 billion was pledged, to support our new strategic and programming cycle from 2024-2027; our ambition is to grow to become at least a USD 50 billion fund by 2030. Rooted in the core objectives of impact and efficiency, access and a focus on the most vulnerable, and mobilizing a much higher scale of public and private sector financial flows for climate action we have an unparalleled scale of resources, which, together with our risk appetite and flexibility allows us to bring together different partners and stakeholders in innovative partnerships for profound impact. The Fund seeks to recruit a Regional Readiness Consultant - Caribbean Region to carry out the tasks, duties and responsibilities, deliver set deliverables and provide support to the hiring unit as detailed below. The consultant will work with the GCF team remotely. The assignment is for an initial 12-month period, with a maximum of 180 working days. Role The Regional Readiness Consultant – Caribbean will be responsible to support National Designated Authorities (NDA) and Direct Accredited Entities (DAEs) to identify their readiness needs and develop good quality readiness proposals to access GCF Readiness resources. The work will be done remotely with potential travel to countries as needed. Duties and Responsibilities The consultant will be responsible for: Familiarizing themselves with the Readiness Strategy 2024–2027, including relevant guidance, templates, standard operating procedures, quality assurance criteria, proposal development requirements and the expected engagement process with regional team, DINVS and other inter-divisions throughout proposal development and review process. Assisting NDAs and DAEs in identifying readiness needs, capacity gaps, and priority areas for support, ensuring alignment with country priorities and GCF Readiness objectives. Supporting the co-development of Readiness proposals for direct access and TORs for pre-qualified delivery partners, including supporting documentation, in line with GCF templates, guidance, and Readiness programme objectives. Reviewing draft Readiness proposals to ensure strategic coherence, technical quality, and alignment with the Readiness Strategy 2024–2027, applicable GCF guidance and templates including Readiness Results Management Framework, Standardized deliverables, milestone based disbursements, quality assurance requirements, country programming priorities, and relevant GCF policies and requirements. Providing technical guidance to NDAs, DAEs, and delivery partners in co-designing proposals and in addressing Secretariat review comments and supporting timely revision and resubmission of Readiness proposals. Engaging and coordinating with DINVS throughout the Readiness proposal development and review process, including seeking guidance, aligning on proposal quality expectations, and following up on review comments and required revisions. Contributing to regional Readiness pipeline development by identifying common proposal quality issues, emerging readiness needs, and opportunities to strengthen proposal design. Support in-country missions, regional dialogues, workshops and events to provide technical assistance and strengthen country capacity, as required. Performing related tasks relating to departmental and regional team initiatives and activities, as deemed necessary. Deliverables Deliverables may include: Draft readiness proposal for direct access and TOR for prequalified DP and all documents related to co-designing readiness proposals. Country briefs and National level capacity assessments of relevant developing country institutions (e.g. NDA, finance institutions, GCF Direct Access Entities); Aide Memoire agreed between targeted NDA and GCF, mission reports for missions undertaken. Mission reports and other engagement reports with clear outcomes and follow-up actions; and Briefing notes, background papers, presentations, speeches/remarks. Draft readiness proposal for direct access or relevant sections and TOR for prequalified DP or relevant sections and as relevant documents related to co-designing readiness proposals Country briefs and National level capacity assessments of relevant developing country institutions (e.g. NDA, finance institutions, GCF Direct Access Entities); Aide Memoire agreed between targeted NDA and GCF, mission reports for missions undertaken. In addition to the quality of deliverables, the consultant’s performance assessments may also be linked directly to: Client satisfaction ratings (to be assessed periodically/annually) Required Experience and Qualifications Master’s degree in public administration/policy, economics, environmental science or studies, development studies, climate finance, climate science, climate policy, law, renewable energy, engineering, or related fields. At least eight years of experience in climate change-related planning or developing climate-finance projects in international/developing countries is highly desirable. Experience in project development including but not limited to project /design, formulation, analysis, and review, delivery of technical assistance, and monitoring and evaluation for a diverse portfolio of activities. Operational experience in providing specialized climate change-related technical assistance to government officials and/or government organizations in developing country contexts; similar experience with civil society and private organizations will be an added advantage. Experience in readiness related climate change programming is desirable. Experience in working with countries in Small Island Developing States and Least Developed Countries in the Caribbean region. Experience in Fluency in English is essential; knowledge of other UN languages is an advantage Application Process Interested candidates are invited to submit their CV and a cover letter detailing their qualifications and experience relevant to the role.
