Agency Dept of Health and Human Services Division Health Service Regulation Job Classification Title Nurse Consultant I (NS) Position Number 60054265 Grade MH16 About Us The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. Description of Work The Registered Nurse conducts onsite and in‑office licensure and certification surveys to determine whether health care providers meet State Licensure and Federal Certification requirements. The role evaluates compliance across multiple program areas, including acute hospitals, critical access hospitals, psychiatric hospitals, abortion clinics, ambulatory surgery centers, cardiac rehabilitation centers, end stage renal disease providers, portable X‑ray suppliers, rural health clinics, outpatient rehabilitation therapists, and rehabilitation facilities. Work includes completing standard and complaint surveys, preparing legally defensible deficiency reports, reviewing Plans of Correction, and responding to inquiries from the public and provider community. The position also engages with health care associations and civic groups to communicate program goals and requirements. This home‑based role operates within the Wake/Central Region and requires travel throughout assigned counties. Key Duties Include: - Perform onsite standard and complaint surveys to assess compliance with State Licensure and Federal Certification regulations. - Conduct in‑office documentation reviews to verify adherence to applicable regulatory criteria. - Inspect acute hospitals, critical access hospitals, psychiatric hospitals, abortion clinics, ambulatory surgery centers, cardiac rehabilitation centers, and end stage renal disease providers for regulatory conformity. - Use observations, interviews, and record reviews to prepare deficiency reports documenting non‑compliance with required regulations. - Review Plans of Correction submitted by providers and assess whether proposed corrective actions adequately address cited deficiencies. - Intake complaints and concerns from the public and prepare them for investigation. - Respond to written requests for licensure and certification information from providers, agencies, and the public. - Provide clarification to providers and prospective providers on licensure and certification requirements and survey processes. - Participate in meetings with health care associations, civic groups, and professional organizations to communicate program goals. - Coordinate survey activities throughout the Wake/Central Region, including regular travel to assigned counties. Knowledge Skills and Abilities/Management Preferences Salary Grade Range: $62,044.00-$102,371.00 Recruitment Range: $62,044.00 - $76,066.00 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. Intermediate computer proficiency demonstrated through use of Windows‑based systems, MS Office products, electronic data management tools, and digital submission workflows. The Night Before The End Date This Position Is Funded In Part Through Federal Funds Must Be A Licensed Registered Nurse This Position Is A Fully Remote Work Option This Is A Home-Based Position In The Wake /Central Region And Should Reside In Wake, Alamance, Guilford, Forsyth, Orange, Durham, Caswell Counties. About the Division of Health Service Regulation (DHSR): The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them. About the Acute and Home Care Licensure and Certification Section: The Acute and Home Care Licensure and Certification Section oversees state‑licensed and federally certified health care providers to ensure they meet all regulatory requirements related to the quality of care delivered. The section’s regulatory scope covers a wide range of program areas, including clinical laboratories, acute care and psychiatric hospitals, nursing facility beds within hospitals, rural primary care hospitals, ambulatory surgery centers, cardiac rehabilitation programs, abortion clinics, home care and home health agencies, hospice agencies, nursing pools, end stage renal disease facilities, rural health clinics, outpatient rehabilitation providers, comprehensive outpatient rehabilitation facilities, and portable x‑ray suppliers. In support of this oversight, the section conducts surveys and complaint investigations to verify continued compliance with state and federal laws governing health care quality.
