Classification: Grid 21, BCGEU Membership Office Location: Fort St John or Kelowna or Victoria Salary: $70,003.82 - $79,563.82 – Permanent Full-Time, based on a 35-hour work week. An additional 10.75% Job Family Market Multiplier will be added to the posted salary. An additional 3% Location Allowance will be added to posted salary for northern location. About the Job: The Regulatory Coordinator (Coordinator) plays a key the planning, scheduling, tracking and reporting of all regulatory management projects and resources. The Coordinator plays an integral role in supporting the continuous improvement of the processes, tools, and templates used by Regulatory Affairs. The Coordinator provides administrative support to the Regulatory team, including scheduling and logistics, document and information distribution, report collation, and communication support. The Coordinator supports technical documentation production, design, review and management at the BCER. The position requires a broad awareness and understanding of the BCER’s various operational business areas as well as the organization’s corporate strategic direction. Organization Chart: Commissioner, Chief Executive Officer Chief Legal Counsel, Governance & Regulatory Affairs Vice President, Regulatory Affairs & Strategic Engagement Executive Director, Regulatory Regulatory Coordinator Lead project management for legislative and regulatory initiatives to guide projects through the regulatory and operational policy development process, including monitoring and tracking progress, anticipating and resolving obstacles, and identifying resourcing needs. Build and foster partnerships with a diverse range of internal staff and external stakeholders to ensure project goals are achieved and acts as the key linkage between strategic projects, project staff, and internal stakeholders. Contribute to strategic and annual planning with the Regulatory team to enable upfront project scheduling, continuous tracking and monitoring of progress with use of dashboards, reports and other tools. Embed a project management approach across the Regulatory Affairs team through development of and implementation of sustainable and right-sized tools and practices to ensure that project information is monitored and communicated in manner that is transparent and useful to key stakeholders; ensures that projects remain focused and are brought to a successful completion. Support change management for legislative and regulatory initiatives. Coordinates the implementation of regulatory initiatives, including depositing regulations, communication of regulatory changes, updates of guidelines, operational procedures, and systems updates. Support the preparation of communication materials for internal and external audiences, including presentations, briefing notes, guidance manuals, and redlining drafts and documents. Coordinate engagement with First Nations and stakeholders by recording, filing and tracking responses, preparing communication materials and scheduling meetings. Coordinate and prioritize documentation production, based on the needs of the BCER. Supports Service Desk administration, repository maintenance, archival management, and document publication to the BCER’s external facing website. Support the review and development of regulatory management processes, procedures, tools, and templates, as well as recommending improvements. Schedule meetings, manage records, coordinate across departments and partner ministries and agencies and communicate with stakeholders. Education: A degree from a recognized post-secondary institution in a relevant field such as Project Management, Law, Natural Resource Management, or Public Administration, and one year of relevant experience; or An equivalent combination of education, training and experience may be considered, reflecting a diversity of related learning and experiences. Preference may be given to candidates with additional formal education in Project Management. Experience: Demonstrated experience in project management or coordination, and project monitoring, tracking and reporting. Demonstrated experience in project scheduling. Demonstrated experience using change management principles and practices. Demonstrated experience using excellent oral and written communication skills to write, edit, format and publish documents such as guides, manuals, reports, presentations, and proposals. Key Competencies: Planning, organizing and coordinating Planning, organizing and coordinating involves proactively planning, establishing priorities and allocating resources. It's expressed by developing and implementing increasingly complex plans. It also involves monitoring and adjusting work to accomplish goals and deliver to the organization’s mandate. Managing organizational resources Managing organizational resources is the ability to understand and effectively manage organizational resources (for example: people, materials, assets, budgets). This is demonstrated through measurement, planning and control of resources to maximize results. It requires an evaluation of qualitative (for example: client satisfaction) and quantitative (for example: service costs) needs. Conceptual thinking Conceptual thinking is the ability to identify patterns or connections between situations that are not obviously related and to identify key or underlying issues in complex situations. It includes using creative, conceptual or inductive reasoning or thought processes that are not necessarily categorized by linear thinking. Initiative Initiative involves identifying a problem, obstacle or opportunity and taking appropriate action to address current or future problems or opportunities. As such, initiative can be seen in the context of proactively doing things and not simply thinking about future actions.
