Note: Candidates will be placed in the PEA Classification Level as established, through job evaluation of a specific set of duties and responsibilities assigned to a position and based on the combined education and experience of the candidate. About the Job: The Reservoir Engineer provides professional reservoir engineering expertise to support the responsible development and conservation of British Columbia’s oil and gas resources. The role ensures that oil and gas pools operate in a manner that maximizes resource recovery, while supporting conservation, equitable production, and the protection of other subsurface resources. The Reservoir Engineer provides technical evaluation of complex reservoir engineering applications and makes recommendations regarding regulatory approvals, amendments, and special projects. Ongoing operations are monitored to ensure regulatory compliance and identify opportunities to work with industry to improve operational practices and resource recovery. The Reservoir Engineer provides expertise and technical advice to internal and external stakeholders regarding subsurface resources, legislation, regulations, guidance documents, and policy. Organization Chart: Commissioner, Chief Executive Officer Executive Vice President, Resource Management & Stewardship Vice President, Environmental & Subsurface Resource Management Executive Director, Well & Energy Resource Stewardship Supervisor, Reservoir Engineering Reservoir Engineer Monitor and evaluate well and reservoir performance, reserve estimates, and deep well disposal, and research emerging technologies and practices related to subsurface resource extraction., Provide recommendations and advice on issues related to resource conservation, reservoir management, regulatory requirements, and the development of best practices. Provide comprehensive technical interpretations and recommendation for supporting regulatory decisions on special projects, including Good Engineering Practice, commingled production from multiple geologic zones, waterflood and gas injection for secondary and enhanced recovery, concurrent oil and gas production, underground storage of natural gas, carbon capture and storage, produced water, non-hazardous waste and acid gas disposal and innovative technology. Evaluate the performance of special projects to ensure compliance with conditions of special project orders, data submission requirements, and identify any potential conservation or correlative rights issues. Supervise technical staff related to well completions, directional surveys, well tests and production allowables. Evaluate oil and gas pool performance, reservoir evaluation reports and resource assessments by analyzing pool production performance, pressure and well information, for BCER internal use, identify opportunities for additional conservation measures and for publication. Determine appropriate regulatory production methodologies for maximizing recovery from unconventional resources. Ensure reservoir are technically sound and consistent with industry engineering practices and standards, such as those identified by the Society of Petroleum Evaluation Engineers (SPEE) and the Canadian Oil and Gas Evaluation Handbook (NI 51-101). Represent the BCER at meetings with industry and conferences to provide technical guidance regarding applications and operations while obtaining information on company activities. Provide technical research and analysis to support cross-government initiatives including the Ministry of Energy and Climate Solutions, Ministry of Finance, industry, federal and provincial agencies, and the public on reservoir engineering aspects of oil and gas pools, including producing presentations and papers in peer reviewed publications. Research and apply new techniques, trends, methodologies and software applications related to unconventional reserves analysis (e.g. tight oil, shale gas, tight gas, coal bed gas) in order to remain current respecting the latest technologies. Evaluate, summarize, and communicate the effectiveness of well completion, stimulation, and monitoring techniques used within defined unconventional play areas (e.g. Montney) in order to promote industry well completion best practices. Perform other related duties as required. Education: PEA 1: Bachelor’s degree in Engineering, with four years related experience. PEA 2: Bachelor’s degree in Engineering, with five years related experience. PEA 3: Bachelor’s degree in Engineering, with nine years related experience; or a Master’s degree in Engineering, with seven years related experience; or Doctor of Engineering with five years related experience. PEA 4: Bachelor’s degree in Engineering, with fourteen years related experience, or a Master’s degree in Engineering, with twelve years related experience; or Doctor of Engineering with eleven years related experience. Candidates must be eligible to join the Professional Employees Association (PEA) union and be registered, or be eligible to register, with the Engineers & Geoscientists of British Columbia (EGBC) as a Professional Engineer (P. Eng.), Engineer-In-Training (EIT), or Professional Licensee Engineering (P.L.Eng.). Experience: Demonstrated experience applying petroleum engineering principles, reservoir engineering theory, methodologies, and production analysis to conventional and unconventional oil and gas reservoirs. Demonstrated experience evaluating reservoir performance, reserves, production data, pressure data, and engineering studies to support technical recommendations and regulatory decision-making. Demonstrated experience with relational database systems, technical database software, and query tools. Demonstrated experience using map-based petroleum data management and analysis software (e.g., Accumap, GeoScout). Demonstrated experience applying current technology and theory to the analysis of hydrocarbon reservoirs, production performance and deep disposal. Demonstrated experience establishing and maintaining collaborative working relationships with a variety of stakeholders. Demonstrated experience referencing, interpreting and applying legislation, regulations, policy, and procedures and recommend an appropriate course of action. Demonstrated experience preparing technical reports, engineering recommendations, presentations, and/or publications for technical and non-technical audiences. Demonstrated understanding of applicable standards and legislation including, but not limited to, the Energy Resource Activities Act and Drilling and Production Regulation.
