About the Role In April 2025 the National Energy System Operator (NESO) has taken on the exciting new role of being the Regional Energy Strategic Planner. We will be responsible for developing 11 Regional Energy Strategic Plans (RESPs) for Wales, Scotland and 9 English regions. https://www.neso.energy/what-we-do/strategic-planning/regional-energy-strategic-planning-resp Our Wales based team will work with other NESO teams and organisations at a local level (‘local actors’), including local government and gas and electricity networks, in developing the Wales RESP. As the RESP Analyst (Wales), you will contribute to the development of the Wales’ RESP by providing robust supporting analysis and contributing to a range of projects. This will include undertaking quantitative and qualitative analysis of key aspects of the whole energy system in Wales as well as supporting the RESP hub team in their analysis, and collaborating with key internal and external stakeholders. You will report to the Wales RESP Manager and will work closely with other members of the Wales RESP team. Having an understanding and lived experience of Wales will be key. This role will be home based, but will include a monthly team day (and depending on location we have a weekly team day in our Cardiff office). Some travel will be expected (e.g., for away days in other nations/regions, to NESO Warwick Office for workshops or within Wales to meet with key stakeholders). We are open to full time and part time applicants, as well as flexible working arrangements. Key Accountabilities This role's key accountability will be ensuring their team's development and delivery of RESP is backed up by robust analysis, with insights effectively communicated to a wide range of stakeholders. The RESP analyst will: Lead on individual pieces of analysis, being responsible for structuring and project managing their own work, managing their own time, providing regular progress updates and delivering work of the required quality to meet deadlines. For instance, analysing responses to our consultations and requests for information (e.g. analysing responses for future aspirations to include as part of the Wales Context, in analysing and incorporating bottom-up input from Local Authorities and others in developing the RESP such as the ‘In Development Register’, etc). Conduct quantitative and qualitative analysis of key aspects of the whole energy system in Wales; implementing and refining analysis being used elsewhere in RESP to reflect Wales’ needs and to reflect emerging best-practise. Work collaboratively with other members of the RESP national/regional and hub teams, and with other teams across NESO. Confidently interact with a broad range of external stakeholders. Support the identification and prioritisation of new stakeholders to engage. Represent the company when communicating with external stakeholders, keeping clear records of interactions through our Client Relationship Management (CRM) system. Design, support and assist in facilitating workshops and other group working sessions to progress the development and delivery of the Wales RESP. Produce and deliver clear, concise reports and slide packs in presenting the results of your and others’ analysis to progress the RESP. Ensure that the key messages are relevant, clear, and pitched appropriately for the audience. Audiences will include your team, wider RESP and NESO teams, and may also include presenting to and answering questions from external audiences.
