The Eugene Water & Electric Board (EWEB) is seeking a Right-of-Way Associate or Agent to join our high-performing Property team. The successful candidate will negotiate with property owners and customers for property rights and will prepare easement, permit, lease, and license documents. Right-of-Way Associates/Agents receive, research, and respond to customer questions, comments, and complaints on property-related issues. They may also coordinate and conduct property inspections and develop property management plans. This position plays an important role in ensuring legal and fair management of property rights for EWEB and the community we serve. Key Responsibilities Right-of-Way Associate job duties include: Negotiate with property owners and agencies in a variety of settings for the signing of easements and permits. Create easement and permit documents for the extension and relocation of water, electric and fiber facilities. Receive, research, and respond to internal and external customer questions, comments, and complaints on property related issues using EWEB, City, and County resources. Document and track encroachments and coordinate property inspections with EWEB surveyors, vegetation management, and security personnel. Coordinate and manage land use concurrence process with the City of Eugene and other partners. Develop property management plans and monitor EWEB property. Create and post signs to keep EWEB property clear of unauthorized people, vehicles, and trash. Participate in the removal of unauthorized property nuisances. Right-of-Way Agent job duties also include: Manage identification and concurrence on designation of surplus property and determining highest value use for property, which may include leasing or property sale. Manage property acquisition process when purchasing property in support of operational needs. Property acquisition process may include use of condemnation in the event of failure to negotiate equitable sale. Negotiate and handle disputes and legal issues associated with EWEB properties and property rights. This includes documenting encroachments and addressing encroachments through removal and/or legal action. Note: This job posting is intended to represent key areas of responsibility. The successful candidate will also have experience or knowledge in some or all of the following areas: General practices involved in right-of-way work. Various aspects of property management, including basic understanding of title, property rights, right-of-way acquisition and disposal as they relate to utility operations. The basic practices associated with titles and deeds to property, right-of-way and easement acquisitions, permits and agreements that allow certain actions to occur on or within properties, and other information relevant to ownership and property rights. Basic knowledge of key laws, rules, ordinances, regulations, and standards that are relevant to land and real property management. Basic understanding of architectural and engineering plans and specifications, maps, plats, land use actions, titles, and deeds. Location: This position is based in Eugene, Oregon, and has been approved as a hybrid work arrangement involving a combination of telecommuting and working onsite. The selected candidate must live in the state of Oregon. Compensation & Benefits The starting annual salary for this position is commensurate with knowledge, skills, education, and experience as it relates to the position: Right-of-Way Associate: $84,780.99 to $102,145.78 Right-of-Way Agent: $91,927.22 to $114,909.03 The base pay offered will be established based on multiple factors, including job-related knowledge and skills, relevant experience, and internal equity. Consistent with EWEB’s compensation philosophy, it is not customary to place individuals at the high end of the salary range at the time of hire. Experience: Two years of progressive responsible experience working in property or land management field, preferably with a Right-of-Way Agent, that includes knowledge and understanding of the following: right-of-way acquisition, legal description preparation and review, property appraisal, utility and agency easement preparation and coordination, title searches, drafting and review of legal documents and exhibits. Recommended Qualifications: Training or course work in surveying, real estate brokerage, appraisal, right-of-way, and/or property management is preferred. Right-of-Way Agent Education: Bachelor's degree from an accredited college or university in Engineering, Business, Public Relations or closely related field. Experience: Four years of progressive responsible experience in a Right-of-Way or Land Management field that includes the following: right-of-way acquisition, legal description preparation and review, property appraisal, utility and agency easement preparation and coordination, title searches, drafting, review, and development of legal documents and map exhibits. Recommended Qualifications: Training or course work in surveying, real estate brokerage, appraisal, right-of-way, and/or property management is preferred, plus a current Notary Public Commission or ability to obtain the Commission within 6 months of hire.
