Offshore Asset Risk Management (OARM) - Technical Specialist / Subject Matter Expert (Technical Reviews, Risk Assessments, Governance Gates, And Management‑Of‑Change Processes)

Type: 12-months, Fulltime, Contractor role)

This role is for an initial duration of 12-months, on a fulltime basis. And may be subject to extension depending on requirements.


Reporting to: Offshore Asset Manager

Location: City of Dublin. Hybrid working arrangement with an expectation of 2x days/week in Dublin office, subject to business needs and 3x days/week from home/remote


As the Transmission System Operator (TSO), manages the flow of power on the Irish Electricity Grid, moving High-Voltage Electricity around the country, from where it is produced to where it is used, supplying large energy users and the distribution network that powers homes and businesses.


The Government of Ireland is taking major steps to make Ireland carbon neutral by 2050. These steps include a commitment to increase the proportion of Electricity Generated from Renewable sources. Ireland’s Climate Action Plan places Offshore Wind at the centre of the State’s commitment to producing up to 80% of our energy from renewable sources by 2030 by installing approx. 5GW of Offshore Wind capacity. The Irish Government has designated as the TSO and Transmission Asset Owner (TAO) for Ireland’s future offshore electricity grid.


The roll-out of approx. 5GW of Offshore Wind Capacity is planned in two separate phases:

  • Phase 1: the offshore-related Electricity Transmission Infrastructure (both Offshore and Onshore Export Cables and Substations) will be constructed by the Offshore Windfarm Developers and transferred for ownership upon completion.
  • Phase 2: They are responsible for the development of the offshore related transmission infrastructure. Thus, they will provide an Offshore Grid Connection to Offshore Wind Farm Developers who successfully pass through future ORESS auctions.


Job Description

To take on the new remit of Offshore Transmission System Owner and operator, they are concurrently Planning, Designing and Developing the associated processes, systems, skills and partnerships needed for this transition. This is being achieved through the Offshore Asset Readiness Plan (OARP). The OARP is made up of 30 individual programmes of work, one of which is the establishment of Offshore Asset Management Risk Management capability (RSK Programme). This role will lead the delivery of the Offshore Asset Management Risk Management (OAMRM) capability, including development of Policies, Processes, Procedures within a defined governance structure across the full Asset management risk management lifecycle. The successful candidate will sit within the Offshore team, with the support of an existing Offshore Project Manager, Risk Management SME and the Offshore Technical Authority. The role will involve substantial collaboration across the wider group and is required to work across programme boundaries to ensure the OAMRM framework is embedded across the asset lifecycle and applicable OARP programmes.


Key Responsibilities


Develop and implement the Offshore Asset Management Risk Management (OAMRM) strategy and framework

  • Deliver an end-to-end asset risk management solution, including Strategy, Process Design, and capability uplift.
  • Create an OAMRM policy, using their existing TSO Asset Management Risk Management policies as a baseline.
  • Define how risks are categorised, identified, registered, analysed and controlled.
  • Assist in establishing offshore-specific consequence bands that express both safety/operational severity and regulated-financial consequence in collaboration with the Offshore PMO and enterprise GRC Team.
  • Align the OAMRM strategy with the Enterprise Risk Management Framework (ERMF).


Establish Risk Reporting, Governance & Escalation processes:

  • Establish structured escalation, aligned to enterprise risk appetite and the Enterprise Risk Management Framework (ERMF).
  • Establish internal reporting in collaboration with the GRC team, including the type, frequency and reporting criteria.
  • Establish regulatory reporting requirements in collaboration with the OARP Regulatory Reporting Programme and our in-house Group Regulation team.
  • Establish Governance forums, type and frequency.
  • Define KPIs and leading indicators.


Align OAMRM with the ISO 31000 framework and ISO 55001 standard:

  • Align OAMRM with the ISO 31000 framework and ISO 55001 standard, to ready their Offshore Transmission Asset Owner Business Function for ISO 55001 accreditation, based on their existing ISO 55001 certified processes.


Establish a Consolidated Offshore Asset Management Risk Register:

  • Establish a consolidated OAMRM risk register for effective risk mitigation and management.
  • Incorporate Quantitative Risk Assessment capability at the appropriate stage of the risk register development.
  • Establish escalation criteria and handover points between the OARP and Offshore Phase 1 and Phase 2 teams.
  • Contribute to requirements gathering and advise on OAMRM enduring technology selection and integration in collaboration with the OARP Knowledge & Information Programme.


Knowledge, Skills and Experience

  • Qualification in Engineering, Offshore Renewables, Asset Management, Project Management or related field (NFQ level 8 or above)
  • Chartership or membership of a professional body and several years relevant experience.
  • 5-10 years of demonstrated relevant work experience in Offshore Asset Management with a specific focus on Risk Management.
  • Previous experience of establishing Asset Management Risk Management systems, processes and procedures to ISO 55001 and ISO 31000 standards.
  • Experience managing Asset Management Risk Registers.
  • Understanding of links between Offshore Project Delivery and Asset Management (Offshore Wind, Offshore Transmission, Marine Construction, Oil & Gas, Or Major Infrastructure).
  • Strong proficiency in Risk Tools (e.g., Oracle Primavera Cloud, ARM, Safran, Primavera Risk).
  • Excellent Stakeholder Management skills, with the ability to coordinate and work with both internal and external stakeholders from all levels of the business.
  • Demonstrated proactive, collaborative and delivery-focused approach, suitable to building new capability in a complex, evolving offshore environment.
  • Competence in MS Suite (SharePoint, Excel, Teams, Power BI etc.).
  • Strong organizational skills and attention to detail.
