Position Description Monument is seeking an experienced Planner/Analyst to support large-scale infrastructure and transportation projects. The Planner will play a key role in evaluating property impacts, preparing cost estimates, and coordinating acquisition and relocation planning efforts. This position requires strong technical knowledge of real estate, property rights, and GIS, as well as the ability to collaborate effectively with design teams, appraisers, and relocation specialists. Key Responsibilities Collect, analyze, and compile technical, statistical, and related information pertaining to planning and zoning research. Conduct impact analysis to evaluate project effects on existing uses and property ownership. Prepare preliminary and detailed real estate cost studies to support capital cost estimates, including acquisition, relocation, severance damages, and business goodwill. Collaborate with design teams through workshops and review meetings to understand project features, minimize impacts, and refine project footprints. Perform property ownership research, assess existing rights, and evaluate planned uses within affected corridors. Manage or coordinate with appraisers and relocation specialists to develop accurate acquisition and relocation cost estimates. Research and analyze real estate markets to estimate costs for the acquisition of vacant land, improved properties, and commercial uses. Prepares diagrams, maps, charts, and other graphic exhibits to accompany staff reports and technical studies Prepare relocation estimates for displaced businesses and residents, including potential loss of goodwill or severance damages. Summarize methodologies, assumptions, and results in professional cost analysis abstracts and technical reports. Support acquisition phases, including overseeing teams of agents and appraisers in acquiring necessary rights and relocating affected occupants. Qualifications Bachelor’s degree in Urban Planning, Real Estate, Civil Engineering, Geography, or related field. Minimum of 5-7 years of progressive experience in planning, acquisition, or cost estimating. Strong knowledge of property rights, relocation assistance, and appraisal processes. Proficiency in GIS and other analytical tools used for planning and cost analysis. Experience in Auto CAD is desired but not required. Excellent written and verbal communication skills, with the ability to prepare detailed reports and present findings.
