School Children's Trust Compliance Specialist FT / PT Status – Full-Time Benefits Eligibility – This position is eligible for a full benefits package. Key Responsibilities The Utah State Board of Education is seeking an organized and analytical individual to join the four-person School Children’s Trust team in administering the School LAND Trust Program. The program distributes trust funds to Utah public schools, where parent-led school councils determine how funds are used to support student academic achievement. The Compliance Specialist supports the statewide administration, financial oversight, and compliance activities of the School LAND Trust Program. The position works with local education agencies (LEAs) and other program stakeholders to ensure program funds and processes comply with applicable statutes and administrative rules. The position’s primary responsibilities include financial and program analysis, compliance reviews, program administration, and administration and improvement of the School LAND Trust reporting website. The position reports to the School Children’s Trust Director at the Utah State Board of Education. Principal Duties As the School Children’s Trust Compliance Specialist, you will: Assist with and, as assigned, oversee the calculation and annual distribution of School LAND Trust funds to LEAs and public schools. Monitor expenditures, carryover funds, and financial and program data, including data transferred from the state financial system to the School LAND Trust reporting website, to identify and help resolve discrepancies and compliance concerns and identify risks and trends. Conduct annual and in-depth compliance reviews of School LAND Trust plans, reports, assurances, expenditures, and other program requirements. Document compliance findings, communicate required corrective actions, and track issues through resolution. Research, interpret, and apply statutes, administrative rules, policies, and program requirements, and assist with implementing changes. Coordinate with the website development team to develop, test, and improve the School LAND Trust reporting website to support program and financial requirements. Provide training, guidance, technical assistance, and ongoing support to LEAs, schools, councils, and other stakeholders. Build and maintain collaborative relationships with agency partners, other USBE departments, and program stakeholders. Support legislative activities related to the program, as authorized by the Board and USBE policy team. Participate in program risk assessments, operational and procedural reviews, and continuous program improvement. Support the Director and team in administering the School LAND Trust Program. Perform other duties as assigned. Qualifications The Ideal Candidate The ideal candidate will have: A bachelor’s degree or higher in accounting, finance, public administration, public policy, business administration, or a related field, with relevant experience preferred. Ability to interpret and apply statutes, administrative rules, policies, and program requirements. Ability to analyze financial and program data, identify discrepancies and compliance concerns, and solve problems effectively. Strong written and oral communication, organizational, and attention to detail skills. Ability to work independently and collaboratively with a variety of stakeholders. Proficiency with Microsoft Office or Google Workspace, particularly Excel or Sheets. Basic knowledge of website development and functionality, including identifying user needs, developing functional requirements, testing system changes, and communicating with technical staff. Experience with government, education, auditing, compliance, or public funds is preferred. Knowledge of the School LAND Trust Program or Utah Trust System is helpful but not required.
