Department Responsible Mining Practice - This is an integrated project shared between Pact’s Livelihoods program and its Responsible Mining Practice. While this project focused on mining communities, for this position, no previous knowledge of mining is required. The ideal candidate will have thematic experience in child protection or forced labor. Responsible Mining Practice - Pact’s responsible mining practice assists mineral-dependent communities to gain lasting benefits from the more sustainable use of the natural resources around them. Pact takes an integrated approach to its work in the mining sector: we link mining to livelihoods, governance, child protection, health, environment, and the strengthening of local, regional and national institutions. The responsible mining practice is currently active in ten countries, working with all scales of mining from large scale industrial operations (LSMs) to individual Artisanal and Small-scale Miners (ASMs) and their communities, in remote areas. Position Overview The purpose of this engagement is to supplement Pact’s existing expertise with senior – level , multi-multisector experience and strategic insight that will strengthen Pact’s responsible-mining portfolio, positioning, and partnerships. Drawing on experience working in or overseeing programs involving mining communities, governments , the private sector, and multistakeholder initiatives the advisor will help Pact deepen relationships and communicate its responsible-mining capabilities effectively to bilateral, multilateral, and private-sector stakeholders . This advisory engagement will build up Pact's existing strategy technical expertise and relationships. The advisor should have a strong understanding of the relationship between artisanal and small-scale mining (ASM) and large-scale mining (LSM). Recommendations should reflect – and when appropriate be developed in consultation with—the needs and interests of mining and other affected communities. All advice must align with Pact’s commitment to locally led development and Pact’s market-based approach to ASM formalization. Key Responsibilities Working with Pact's Business Development and technical leadership, the Senior Advisor will: Provide strategic advice on opportunities to grow Pact's responsible mining portfolio and strengthen its positioning and engagement with current and prospective funders and teaming partners. This advice should build on Pact’s more than 20 year of experience and prioritize areas in which Pact can demonstrate evidence of results to diverse stakeholders. Contribute to or, when specifically requested by Pact lead the development of concept notes and project proposals related to responsible mining and critical minerals space. Support may include program design, technical narrative development , win-theme development and recommendations concerning teaming arrangements and partner selection. Review Pact's critical minerals marketing and positioning materials to provide concise, actionable recommendations. Where appropriate, recommend or help develop materials that communicate Pact’s capabilities effectively to current and prospective funders and teaming partners Advise on Pact's relationship -development and stakeholder engagement strategy with industry leaders, private sector partners, and local and national organizations. This may include facilitating appropriate senior-level introductions and identifying opportunities for strategic teaming arrangements. All such activities must comply with applicable ethics, Anti-Corruption, lobbying, procurement-integrity, and conflict-of-interest requirements. Provide market intelligence concerning the priorities requirements, and approaches of the U.S. Government, Development Finance Institutions (DFIs), and other bilateral and multilateral funders active in the critical minerals sector, including requirements related to due diligence, environmental and social safeguards, responsible sourcing, and community benefits. Deliverable Indicative Timing Kickoff discussion and work plan confirming the engagement’s focus areas priorities, anticipated outputs, and priority relationships. September 2026 Strategic advisory support to grow Pact’s responsible mining and critical minerals portfolio, and strengthen its engagement approach, delivered through working sessions, concise written feedback on existing positioning and marketing materials, and recommendations for—or development of—new materials, as appropriate. September – December 2026 As requested, leadership of or contributions to proposals, concept notes, statements of interest, and other opportunity-specific materials, including program design, technical narrative development, teaming and partner recommendations, and win-theme development. Ongoing Strategic relationship mapping, and engagement recommendations including targeted introductions, where appropriate to strengthen Pact's oning with with prospective funders, industry leaders, private-sector entities, teaming partners, and organizations in priority countries. Ongoing Brief closeout summary of key observations activities undertaken, and recommended next steps for continued positioning, relationship development, and business-development engagement. December 2026 Given the advisory nature of this engagement, deliverables are streamlined and focus primarily on strategic advice,, relationships development, and actionable guidance rather than written products. Basic Requirements Master's degree and 12+ years of senior level experience spanning the mining industry, government, international development, non-profit or social impact organizations and/or multistakeholder or coalition leadership roles. Strong, active relationships across a combination of the mining industry, government, DFIs, bilateral and multilateral funders, and multistakeholder or industry initiatives relevant to critical minerals and responsible mining. Demonstrated experience designing, structuring, implementing or overseeing large-scale, field based programs in mining-affected communities or resource governance contexts. Demonstrated experience developing or contributing to competitive proposals, concept notes, statements of interest, partnership strategies, or other business-development materials. Ability to translate high -level strategy into practical, appropriately scoped, and implementable activities across diverse geographic and operating contexts. Strong working knowledge of ASM, ASM formalization, and its intersection with LSM, responsible sourcing, and critical mineral supply chains. Knowledge of the priorities and funding approaches of relevant bilateral, multilateral, philanthropic, development-finance, and private-sector funders. Ability to translate Pact’s technical, operational and governance capabilities into clear positioning that resonates with funders industry stakeholders, and prospective partners.. Demonstrated ability to develop recommendations grounded in the shared and potentially competing priorities of affected communities, local organizations, governments, funders, and private-sector actors. Excellent strategic communication, facilitation, relationship-management, and written and oral presentation skills, including the ability to engage credibly with senior executives and government officials. Ability to exercise sound judgment and maintain confidentiality when handling sensitive business-development, partnership, and positioning information. Preferred Qualifications Executive, founder, or principal-level leadership in one or more of these settings: a mining company (e.g., social performance, human rights, external/government relations, or country leadership), an advisory firm, an NGO, coalition, or multistakeholder initiative in the minerals sector. Experience developing mutually beneficial strategies within, or in partnership with, business-development, proposal-design, communications, or marketing teams. Recognized expertise and professional standing in responsible or sustainable mining, ASM, resource governance, responsible sourcing, or critical-mineral supply chains. Experience working in one or more of Pact’s priority countries or regions, particularly in Africa and Latin America. Existing relationships with prospective funders, mining companies, industry associations, development finance institutions, and implementation partners relevant to Pact’s growth priorities. Fluency in French or Spanish in addition to English is a plus. Period of Performance, Level of Effort & Compensation The period of performance is September 1 – December 30, 2026. This is a part-time, level-of-effort engagement. The consultant will invoice against actual time worked at their agreed hourly rate, and no payment will exceed the not-to-exceed ceiling without a written modification to this Scope of Work. Any continuation or expansion of the engagement beyond this period or ceiling will be addressed through a separate agreement. Maximum level of effort: up to 130 hours during the period of performance. The Consultant may not exceed the approved level of effort or financial ceiling without Pact’s prior written authorization through a formal modification.
