Position Overview: The Senior Billing & Cost Management Manager shall report to the Project Director / Project Head and serve as the PMC lead for project billing, quantity verification, cost management, budget monitoring, financial controls and commercial reporting across the airport development project. The role shall be responsible for establishing and implementing cost management and billing systems, ensuring accurate certification of contractor payments, monitoring project costs against approved budgets, tracking financial performance, identifying cost risks and supporting project leadership in cost-related decision-making. The position shall provide data-driven commercial and financial insights to facilitate timely interventions, cost optimization and effective project delivery within approved budgetary constraints. The Senior Billing & Cost Management Manager shall act as the central coordination point for all billing, costing, quantity validation and project financial monitoring activities while ensuring transparency, auditability and compliance with contractual and commercial requirements. Key Responsibilities: Billing & Payment Certification Review, verify and certify contractor, consultant and vendor invoices, RA bills and payment applications in accordance with contractual provisions. Validate work progress, quantities executed, measurements and supporting records for payment certification. Ensure timely processing of payment certificates, invoices and financial approvals. Monitor billing cycles and identify potential delays affecting project cash flow and contractor performance. Maintain billing registers, payment records and certification logs. Cost Management & Budget Control Establish and manage project cost monitoring, budget control and financial reporting systems. Monitor project costs against approved budgets and identify cost variances and emerging financial risks. Track expenditures, commitments, accruals, forecast costs and cash flow requirements. Prepare cost forecasts, budget updates and financial performance assessments. Support development and implementation of corrective actions to manage budget deviations. Quantity Surveying & Commercial Verification Verify quantities, measurements and progress valuation for all project packages. Review contractor submissions, change orders, variation proposals and additional cost claims. Assess commercial implications of design changes, scope modifications and site conditions. Support commercial teams in evaluation of variations, cost adjustments and contractual entitlements. Ensure consistency and transparency in measurement and valuation processes. Financial Monitoring & Reporting Develop project cost dashboards, financial MIS reports and executive cost reports. Monitor project financial health, cost trends and expenditure forecasts. Establish cost reporting frameworks and performance indicators for management reviews. Provide periodic financial updates to the Project Director and Client. Develop early warning systems to identify cost overruns and budget risks. Strategic Cost Management & Decision Support Support the Project Director in cost-related strategic decision-making through data-driven analysis and forecasting. Identify opportunities for cost optimization, value engineering and commercial efficiencies. Assess financial impacts of project risks, delays, variations and implementation strategies. Undertake scenario analysis and cost modelling to support project planning and decision-making. Recommend mitigation measures to control project costs and improve financial performance. Governance, Audit & Compliance Maintain complete project financial records, cost databases and supporting documentation. Support audits, financial reviews, reconciliations and management assessments. Ensure compliance with contractual, financial, commercial and Employer requirements. Coordinate with Contract, Project Controls, Finance and Construction Teams to ensure integrated financial controls. Support project governance reviews, steering committee meetings and executive reporting. Qualifications & Experience: Bachelor's degree in civil engineering/quantity surveying/commerce/finance/construction management or related discipline. MBA (Finance), master's degree in construction management/quantity surveying or equivalent qualification preferred. Professional certification in Quantity Surveying, Cost Engineering or Commercial Management shall be preferred. Overall, 15-20 years of professional experience in billing, quantity surveying, cost control, commercial management or project financial administration. Minimum 10 years of experience in aviation projects involving airport terminal buildings, airside works, landside infrastructure, utilities and airport support facilities. Demonstrated experience in managing billing and cost control functions for major infrastructure projects. Proven expertise in contractor billing, quantity verification, cost estimation, budget monitoring, forecasting and financial reporting. Experience in PMC, EPC, Design-Build or Client-side project management environments. Strong understanding of contract provisions relating to measurement, payment certification, variations, cost claims and commercial administration. Proficiency in cost management systems, ERP platforms, financial reporting tools, advanced Excel and project analytics platforms. Experience in at least one Greenfield or Brownfield airport project of minimum 10 MPPA capacity involving terminal, airside or major airport infrastructure works preferred. Key Competencies: Proven leadership in billing, quantity surveying and cost management functions for large airport or infrastructure projects. Strong expertise in contractor billing, measurement verification, payment certification and financial controls. Comprehensive understanding of project costing, budgeting, forecasting, cash flow management and commercial administration. Experience in review and assessment of variations, cost claims, change orders and commercial impacts. Strong understanding of construction contracts, quantity measurement principles and contractual payment mechanisms. Expertise in project cost monitoring, trend analysis, financial forecasting and cost risk assessment. Strong analytical, numerical, commercial and problem-solving capabilities. Proficiency in advanced Excel, ERP systems, cost management platforms, dashboards and project analytics tools. Experience in data-driven financial monitoring, reporting and decision support. Excellent communication, stakeholder management and presentation skills. Strong governance, documentation, auditability and financial compliance capabilities. Demonstrated ability to identify cost risks early, develop mitigation strategies, drive cost optimization initiatives and support informed project decisions. Ability to perform effectively under demanding project schedules while maintaining accuracy, financial discipline and commercial accountability.
