The Department of Environmental Quality (DEQ) has an opening for a Senior Business Analyst to join an amazing team with incredible meaningful work and work/life balance. DEQ is seeking a driven Senior Business Analyst to play a critical role as the primary translator and liaison between Department of Environmental Quality (DEQ) program stakeholders and IT technical delivery teams, converting complex regulatory and business needs into actionable system specifications. This position will be at the intersection of environmental strategy and technical execution to help turn DEQ strategic priorities into operational reality. The IT Business Analyst bridges the gap between DEQ business owners (program managers, division leads) and IT software teams. This role is responsible for reviewing, analyzing, and defining detailed business requirements, translating them into technical user stories, system workflows, and functional specifications, and ensuring that delivered technical solutions align with DEQ regulatory mandates and operational goals. This position may be filled at any of the advertised levels listed below. Salary depends on the job level offered within the series. Key Responsibilities Requirements Gathering & Business Translation Facilitate discovery sessions with DEQ program owners to understand business goals, regulatory requirements, and operational pain points. Translate high-level regulatory mandates and business requests into technical requirements, user stories, acceptance criteria, and technical logic. Maintain a clear requirement document from initial DEQ business request to final IT release. Process Engineering & Visual Modeling Map "As-Is" and "To-Be" business processes using standard notation to identify automation opportunities and workflow bottlenecks. Create visual system guides that may include data flow diagrams, relationship concepts, and swimlane diagrams to align business and IT understanding. Technical & Development Collaboration Partner closely with the Department of Technology Services that may include solution architects, database administrators, and application teams to ensure technical design satisfies business intent. Participate in planning activities such as the SAFe methodology that may include backlog coordination, sprint planning, and technical design reviews. Clarify business logic, system design, and data rules for developers throughout the software development lifecycle. User Acceptance Testing (UAT) & Quality Assurance Define acceptance criteria and test scenarios based on business requirements. Coordinate User Acceptance Testing (UAT) with DEQ program leads, helping stakeholders validate that technical builds meet operational standards. Analyze, triage, and prioritize reports between end-users and development teams. The ideal candidate will have IT and business analysis experience with knowledge of DEQ or regulatory processes. The candidate will be an excellent communicator, detail oriented, extremely organized, and have strong skills in systems-level thinking. Qualifications Minimum Qualifications: Demonstrated experience with business analyst type experience, preferably within software development or IT environments. Proven history of serving as a core contributor on a successful system, software, or process implementation teams. Practical working experience within Information Technology (IT) and a strong understanding of software delivery processes. Ability to evaluate how individual components, processes, and software impact broader agency-wide systems and business operations. Demonstrated ability to be part of cross-functional teams, coordinate diverse stakeholder interests, and drive alignment toward common technical goals. Outstanding written and verbal communication skills, paired with exceptional organizational habits and strict attention to detail. Preferred Qualifications: Bachelor’s degree or higher. Experience with Agile/Scrum SAFe methodology, or an equivalent experience. 5+ years of professional experience operating within Information Technology, environmental quality, or related public-sector/regulatory domains. Direct experience with environmental processes/systems, regulatory compliance systems, or associated state/federal workflows. Current DEQ employees.
