Across the AMCs, the Department of Obstetrics and Gynecology (OB/GYN) houses approximately 225 clinical and research faculty, 65 advanced practice professionals (PA-Cs, CNMs, NPs), 25 clinical fellows, and 44 residents from Harvard Medical School. The Department currently performs approximately 390,000 clinical visits and 10,000 surgical procedures each year, care for over 10,000 births each year, and has a presence at nearly 30 sites of care across New England. The Department also maintains a research portfolio with annual expenses exceeding $22M. The Department is a nationally recognized leader in clinical, research, and academic advancement of obstetrics and gynecology spanning the full scope of women’s healthcare. The Senior Director of Clinical Operations (“Director”) has direct responsibility for the administrative leadership, management and financial performance of: • Clinical Operations across all sites of care • Strategic business planning • Multi-disciplinary Program planning • Program or Divisional Expansion • Special Projects and Analytics In addition to these leadership roles, the Director will serve as a Department lead in collaborating with other departments and institutional entities regarding: • Surgical and ambulatory services • Satellite operations o MGB Health Centers o Regional Ambulatory Sites o Community hospital partnerships and contract management • Inpatient operations The Director reports to and provides general counsel to the Vice President, AMC OBGYN. Through relationships with key clinical partners, nursing leadership, physician and APP leaders, and oversight of the ambulatory and technical leaders, the Director provides strong clinical leadership to strategize and operationally implement clinical priorities. They will also work closely with Department and Hospital finance teams to research and analyze data and processes to recommend changes or develop initiatives to help Departmental and Divisional leaders achieve financial and operational goals. They will partner with key stakeholders across MGB Mass General Brigham (MGB) to further multi-disciplinary service planning and performance improvement efforts. They will also be responsible for the development and implementation of special projects for the Department. The Director will directly supervise approximately 10-15+ FTEs within the Department of OBGYN, indirectly supervise 300+ FTEs, and mentor other administrative and operational leaders in the Department. The Director may also be asked by the VP to manage other clinical and non-clinical administrative areas of the Department, either from time-to-time, or permanently. Drawing upon a broad understanding of hospital practices and policies, and displaying a high degree of initiative and independent judgment, the Director will continually and proactively assess and direct a wide range of programmatic issues directly related to daily operations including personnel management, practice management, billing/finance, long-range planning, facilities/systems, and project/program development. They will work with all the physicians and practice management staff to ensure a quality-based, customer-oriented flow of work. This position is expected to develop and maintain effective working relationships at all levels to collaboratively and proactively carry out the goals, objectives, and initiatives of the Department of OBGYN and deal with issues that are significant, sensitive, political and confidential in nature. Due to the senior rank of this position, the position also regularly communicates with, prepares materials for, receives direction from, and provides counsel to the MGB Chair of OBGYN, Vice Chairs, Division Chiefs and other senior leaders of other departments and the hospital. Qualifications General Under the general guidance of the VP, determines the overall direction, goals, tactics, and objectives for the designated areas of oversight. Works with the VP to establish and achieve long range goals and ensures the implementation of strategic business plans that are aligned with the vision, strategic plans and goals of the Department and the system. Ensure healthy and collaborative relationships among the faculty and staff within the Department of OBGYN, and with the hospital Surgical Services leadership, related Departments, and across MGB. Develops effective, clear, and precise methods of communicating with the VP, and with departmental leaders, clinical faculty, and staff on a regular basis. Continuously assess and improve efficiency of systems and processes within each area under the Director’s purview. Provide ongoing communication to senior Department administrative staff and divisional / practice leaders to include, but not limited to, essential information or institutional expectations to promote growth and success in their divisions. Operations Management Partners closely with the Chair, VP, Division Chiefs, nursing leadership, and other department leaders on the planning and execution of operational improvement initiatives or new programs. Provide senior-level oversight of the Department’s clinical operations leadership team including oversight of Division Administrator / Practice Manager leaders and technical directors. Lead the recruitment process and succession planning for all senior Department clinical operations leadership roles; establish and administer programs to recruit, retain, and reward employees who are qualified and provide high quality services. Oversee operations at all clinical care sites with department presence, partnering with local leaders as necessary based on local structures. Negotiate and administer lease contracts, as needed, coordinating with Department Finance as needed to ensure budget alignment. Directs the development and implementation of process improvement initiatives aimed at improving patient care within areas of scope across the department or divisions, engaging with clinical leaders throughout all initiatives. Partners with Vice Chair of Quality and other clinical leaders to achieve system and departmental goals. Actively manages departmental OR block time assignments and utilization across all surgical sites. Works with Perioperative leadership and clinical leaders to optimize surgical operations and advocate for department priorities. Establishes and optimizes departmental leadership structure for surgical services, ensuring alignment with system preoperative teams. Indirectly supervises surgical schedulers. Partners with the leadership of the Department divisions with clinical activity to ensure the provision of high quality, consistent professional clinical services at BWH, BWFH, MGH, regional sites, community health centers, and throughout the MGB distributed campuses. Identifies opportunities for improvement, and proactively and collaboratively designs solutions to address. Initiates changes in clinical operations to directly drive revenue enhancement, patient access and experience, and quality clinical care through collaboration with department leaders across functional groups. Partners with clinical and administrative leaders to identify, prioritize, implement, and monitor Digital and EMR/EPIC changes and enhancements, including planning, communication, recommendations, updates, and support. Maintains an in-depth knowledge of the changing health care environment and assesses the market’s need for clinical services. Monitors and evaluates the adequacy of existing clinical services and ensures the development of programs and services to respond to the market as directed. Develops, supports, and manages programmatic initiatives for care improvement and cost reduction. Reviews the ongoing management of the ambulatory services in each division, discusses and resolves any administrative problems that arise, and directs the planning of improvements in existing ambulatory areas. Participate in designated committees and special projects within the BWPO, MGPO and hospitals, representing the Department in various internal and external forums. Attends regular Department of OBGYN Operations meetings to provide updates on work completed or in progress, enabling proactive planning and analysis or project management requests. Ensures appropriate communication of prorities, policies and messages across span of control. Cascades information to teams as appropriate, ensuring awareness of relevant information and alignment with departmental and system priorities. Directs all facilities and space management for Department clinical space. Represents department in major and minor moves. Facilitates efficient renovation process. Consults with department leadership as appropriate. Work with appropriate AMC, departmental, and divisional leaders to ensure a strong and consistent approach to care in the satellites. Collaborate with and provide support to offsite partners to ensure operations support clinical activities of Department faculty (e.g., Health Centers, Regional sites, Community hospital sites), including but not limited to workflow optimization/coordination, patient experience escalations, non-employee system access (ie POI management), and associated processes related to care delivery. Ensures satellite contracts are maintained, and negotiates new agreements with input from OGC and Department leadership as needed. Attends meetings regarding volume growth and other concerns for any satellite location. Perform other related duties as assigned and/or required. Financial Management Responsible for the cost center fiscal management of all areas of responsibility. Establishes and achieves financial goals and measures, monitors, and ensures the on-going financial performance of all areas of responsibility. Independently oversee and manage the ambulatory divisions annual operating budgets which includes volume/revenue, new initiatives, capital/renovations, non-labor expense, and opportunities for savings in collaboration with ambulatory leadership and hospital finance in the prescribed format. Coordinates with department finance team for budgets impacting PO cost centers, as necessary; establishes and maintains effective coordination mechanisms for cross-entity financial management. Presents and justifies budget requests to VP to ensure proper justification and/or data analysis is included as supporting documentation. Provides financial modeling, including substantial break-even program analysis and the ongoing evaluation of existing programs; develops and maintains operational and financial reporting tools and monitoring divisional activities. Collaborates with department and institutional finance colleagues as necessary. In partnership with department leadership responsible for program development, prepares analysis and forecasting for introduction of new programs/services contributing impact on clinical teams and operations. Independent, proactive management of budgeted FTEs via Position Control. Strategically managing Position Control off cycle requests and changes to the budget, seeking necessary DA/SVP approval as appropriate. Hold team accountable for FTE management, as appropriate. Examines, analyzes and interprets financial reports for the purpose of giving advice, preparing statements and projections, and ultimately managing resources. Participates in monthly revenue cycle meetings to ensure all front-end operations are functioning properly. Get involved in areas that need intervention or revised workflow. Participate with the Department Finance Director, hospital finance team and VP to lead the analysis, interpretation, and utilization of financial data used in decision making that meets the needs of the Department and organization. Participates in finance regular meetings with Department team. Partners with billing and coding teams to optimize revenue opportunities, monitor collections, and ensure coding compliance. Manages escalations to ensure compliant and timely documentation to enable billing, and responds to escalated patient bills. Oversees escalations with providers to ensure timely closure of encounters / notes in accordance with system-wide compliance standards. Perform other related duties as assigned and/or required. Human Resource Management Recruits, retains, develops, and provides managerial and administrative oversight of all staff within the area of responsibility. Serves as the primary resource for all administrative issues concerning human resource policy issues for staff in the areas of responsibility. Facilitates resolution of conflicts and issues that emerge between key clinical and administrative stakeholder groups. Actively promotes interdisciplinary team collaboration. Provides leadership in the implementation of regular staff meetings, in-service training, etc. Oversee and run agenda for Department ambulatory leadership meetings. Address conflict and issues between managers, supervisors, and employees within and across divisions and the department. Arbitrates disputes. Develops, implements, and monitors compliance with policies and procedures mandated by institutional regulatory entities (e.g. The Joint Commission, Department of Public Health, CMS, CLIA, etc.). Lead ambulatory point of contact for Joint Commission full and lab survey and all other regulatory site visits in collaboration with physician leadership, nursing, and practice leadership teams. Partners with Human Resources to ensure employment relationships, personnel compensation and benefits are implemented in a manner consistent with hospital policies and procedures. Responsible for approving all personnel requisitions across AMCs within the department’s clinical operations teams. Ensure funding sources is correct and cost containment is maintained when requests for adding FTE’s is desired. Coordinate with hospital or department finance teams to ensure alignment with budgeted FTEs/spending. Partner with nursing and APP leaders to coordinate on staffing alignment to meet clinical needs. Responsible for handling numerous personnel matters, including reviewing and approving all hiring, firing, compensation etc. Implements all institutional policies related to all phases of personnel activity. Transmits and interprets institutional policies to supervisors and employees. Ensures appropriate training of employees. Often asked to write job descriptions, enter into discussions with Compensation to determine grades for new positions, annual rates of pay for new hires, increases for employees who are promoted and equity increases. Monitor hiring trends to ensure market competitiveness. Serves as point person for the approval of departmental Workday transactions and ensures that each meet department and MGB standards before approving. Strategic Planning Leads efforts to identify and assess potential opportunities for ambulatory growth, including new practice locations or service offerings. Independently responsible for all aspects of practice startup for new location, including space planning, collaboration with local and institutional leadership as required, and collaboration with departmental clinical leaders and practice managers. Manages other clinical and non-clinical areas of the Department as assigned by the VP. Develops and launches new strategic initiatives, particularly in the areas of clinical strategy and operations, and financial planning.
