EOHHS seeks to promote the health, resilience, and independence of the nearly one in three residents of the Commonwealth we serve. Our public health programs touch every community in the Commonwealth. About the Role: The Executive Office of Health and Human Services (EOHHS) is seeking an innovative and strategic Senior Director of Data & Artificial Intelligence Strategy to support the Secretariat Chief Data & Informatics Officer (SCDIO) in shaping and advancing EOHHS's enterprise data, analytics, and artificial intelligence (AI) strategy. Reporting directly to the SCDIO, this role serves as a senior leader responsible for driving data modernization, AI adoption, analytics strategy, and enterprise transformation initiatives across EOHHS and its 11 constituent agencies. The Senior Director will collaborate with executive leadership, agency stakeholders, technology teams, data office leadership and external partners to develop and implement scalable, sustainable, and innovative data and AI solutions that improve decision-making, operational efficiency, and constituent outcomes. The ideal candidate is a strategic thinker and trusted advisor who can navigate a complex, federated environment while balancing innovation, governance, privacy, security, and business needs. This individual will possess strong leadership skills, experience leading cross-functional initiatives, and the ability to influence data driven decision-making at all levels of the organization. The primary work location for this role will be at One Ashburton Place, Boston, MA 02108. The work schedule for this position is Monday through Friday, 9-5pm. This position follows a hybrid work model that combines in-office and remote work as needed. Responsibilities: Partner with the Secretariat Chief Data & Informatics Officer to develop and execute enterprise data, analytics, and AI strategies across EOHHS and its 11 agencies Lead EOHHS's Artificial Intelligence Strategy & Community of Practice functions, including identifying opportunities for responsible AI adoption and enterprise innovation & enablement Develop strategic roadmaps that align people, processes, technology, and governance to support agency and Secretariat priorities Provide strategic leadership and alignment across analytics, data warehouse, business intelligence, and technology teams to drive delivery of data and AI products and services in support of EOHHS’ mission Lead enterprise data modernization initiatives and support the adoption of industry-leading data management, governance, and analytics practices Establish and promote best practices, governance frameworks, and operating models that support responsible, scalable and sustainable data and AI capabilities Collaborate with agency leadership, technology teams, legal, privacy, and security stakeholders to ensure compliance and responsible use of data and AI technologies Lead enterprise prioritization efforts, balancing competing agency needs, regulatory requirements, resource constraints, and strategic objectives Serve as a trusted advisor to executive leadership on data & artificial intelligence strategy, analytics, artificial intelligence utilization, governance, and emerging technology trends Evaluate strategic opportunities, risks, and investments related to data and AI initiatives and provide recommendations to executive leadership Manage, mentor, coach, and develop managers, analysts, and strategy professionals supporting enterprise data and AI initiatives Foster a culture of transparency, innovation, collaboration, accountability, and continuous learning across the Data & AI organization Work effectively within a matrixed environment and serve as a subject matter expert on enterprise data strategy and AI transformation Represent EOHHS in cross-secretariat initiatives, governance forums, and strategic discussions related to data, analytics, and artificial intelligence Preferred Qualifications: Demonstrated experience developing and implementing enterprise data, analytics, and artificial intelligence strategies Experience creating strategic roadmaps and leading large-scale transformation initiatives Strong knowledge of data governance, data management, analytics, artificial intelligence, machine learning, and emerging technologies Experience leading and managing multidisciplinary teams in complex organizational environments Strong understanding of cloud technologies, modern data platforms, big data infrastructure, and advanced analytics solutions Experience with project and portfolio management methodologies and tools Exceptional communication and presentation skills, including the ability to communicate complex technical concepts to executive and non-technical audiences Strong stakeholder management, facilitation, consensus-building, and relationship management skills Demonstrated ability to lead cross-functional teams and influence decision-making across organizational boundaries Strong analytical, problem-solving, and strategic planning capabilities Ability to manage multiple priorities and deliver results in a fast-paced, evolving environment Entrepreneurial mindset with the ability to identify opportunities, drive innovation, and execute with limited direction Commitment to public service and improving outcomes for the residents of the Commonwealth Pre-Offer Process: A criminal and tax history background check will be completed on the recommended candidate as required by the regulations set forth by the Executive Office of Health and Human Services prior to the candidate being hired.
