AvantGarde, LLC (AG) seeks an experienced Senior Data Architect and Identity Governance Implementation Consultant to support the United States Capitol Police (USCP), Office of Information Services (OIS), in establishing and maturing a department-wide Enterprise Data Management (EDM) program. This is a senior, hybrid strategic-operational role for a practitioner who can advise leadership while directly producing the governance, data architecture, identity lifecycle, and implementation artifacts needed to build a sustainable enterprise data capability. The consultant will work alongside OIS and Office of Human Resources (OHR) leadership, data stewards, system owners, database administrators, cybersecurity, privacy, legal, and operational stakeholders. A significant initial focus of the work will support USCP efforts to rearchitect Human Resources Management processes and supporting systems by documenting current-state data environments, defining target-state architectures, mapping identity data across systems, establishing governance and stewardship practices, and translating approved architecture into actionable implementation requirements. This position requires a “strategist + doer” who is equally comfortable briefing senior executives, facilitating cross-functional governance decisions, and performing hands-on work such as developing Entity Relationship Diagrams (ERDs), data dictionaries, system-of-record matrices, lineage maps, state-transition models, governance policies, metadata standards, and implementation backlogs. Work will be performed in a hybrid onsite/remote environment at USCP in Washington, DC, with up to two days of telework per week. The WORK Conduct a comprehensive current-state assessment of USCP data environments, including data silos, existing governance practices, identity management systems, authoritative sources, and current data flows. Perform gap analysis to identify weaknesses, redundancies, governance gaps, data quality concerns, and opportunities to improve enterprise interoperability, transparency, traceability, and management of identity data. Develop a department-wide EDM strategy and phased implementation roadmap that establishes priorities, sequencing, governance mechanisms, and practical transition steps for building a sustainable enterprise data management capability. Author and maintain data governance charters, policies, standard operating procedures, operational workflows, metadata standards, data quality policies, compliance guardrails, and supporting governance documentation. Design the organizational structure and operating model for an enterprise data stewardship network, including roles and responsibilities for data stewards, system owners, and other governance participants. Establish practical governance processes, including a lightweight data request intake approach and repeatable decision-making mechanisms that can transition to and be sustained by Agency personnel. Translate applicable federal data, privacy, and security requirements—including the Foundations for Evidence-Based Policymaking Act, Federal Data Strategy, and NIST standards—into actionable data governance and operating requirements.
